T3009 — APPROPRIATION OF FUNDS FOR ANTICIPATED PRELIMINARY ENGINEERING DESIGN DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1. City Council direct the City Manager to accept the grant award in the amount of $405,000.00 from Caltrans through the Safe Routes to School program; 2. Increase the estimated revenues in Account No. 109-6714 by $45,000.00; 3. Appropriate $45,000.00 to Project No. T3009109-8001; 4. Approve the transfer of $5,000.00 from Account No. 4322-8001 to Account No. T3009201-8001; and 5. Direct staff to initiate the preliminary engineering design phase of the project. BACKGROUND On May 8, 2001, the City Council directed staff to submit Safe Routes to School (SR2S) grant applications to Caltrans. One project approved for this program's funding cycle was the Lost Canyon Road Pedestrian Bridge and Sidewalk over the Sand Canyon Wash. This project will construct a pedestrian bridge parallel to, but separate from, the Lost Canyon Road Bridge, as well as a sidewalk along the south side of the road. Currently, more than 300 students from Sulphur Springs Elementary School and Pine Crest Elementary School share the road with vehicles on their way to and from school because no sidewalk or physical barrier exists to separate cars from pedestrians. Adoption of the recommended action by the City Council authorizes staff to initiate the project's preliminary engineering design phase, which has an estimated cost of $50,000.00. The total estimated cost of the project, including construction, is $450,000.00. Through the SR2S program, Caltrans has awarded grant funds in the amount of $405,000.00 for the project. Program funding guidelines entitle the City to a 90 percent reimbursement of project expenses. Therefore, the local match incurred will be 10 percent, or $45,000.00. FISCAL IMPACT Currently, staff is seeking City Council approval to proceed with the preliminary engineering design as recommended above. The cost for this phase of the project is $50,000.00. As previously stated, the City will be reimbursed 90 percent, or $45,000.00. Staff anticipates returning to City Council during the Fiscal Year 2002-2003 CIP funding process to increase revenues, and request appropriation of construction -related grant funds and local match contributions.
