T3009 — AWARD DESIGN CONTRACT AND APPROPRIATE FUNDS FROM IDENTIFIED ACCOUNTS TO PROJECT ACCOUNT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the design services contract for the Lost Canyon Road Pedestrian Bridge and Sidewalk, Project No. T3009, to Willdan in the amount of $95,000.00, and authorize a 10 percent contingency expenditure in the amount of $9,500.00, for a total project budget not to exceed $109,000.00; approve the transfer of $3,000.00 from Account No. 4332-8001 to T3009-201-8001, $1,700.00 from Account No. C0016-201-8001 to T3009-201-8001, and $1,300.00 from Account No. C3002-201-8001 to T3009-201-8001; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Project No. T3009 includes the design and future construction of a pedestrian bridge parallel to, but independent from, the existing roadway bridge on Lost Canyon Road over the Sand Canyon Wash, as well as a sidewalk along the south side of Lost Canyon Road. The City was successful in securing $405,000.00 in federal funds through the Safe Routes to School Program for the different phases leading to the construction of the pedestrian bridge and sidewalk. The total estimated cost of the project, including preliminary engineering and construction, is $450,000.00. The local match is $45,000.00, or 10 percent of the total cost. On February 26, 2002, the City Council approved the acceptance of the grant and authorized staff to initiate the preliminary engineering (PE) phase for this project. The initial estimate for this phase was $50,000.00, with the City providing a $5,000.00 match (10 percent) and the remaining $45,000.00 (90 percent) coming from the Safe Routes to School Program. The scope of work included in the RFP was the design of the pedestrian bridge and sidewalk, as well as the completion of the required environmental technical studies. The RFP was sent to firms on the City's Design Consultant List. Four firms submitted proposals (see Exhibit "B"). Based on technical qualifications and methodology for the project, Willdan is the recommended firm. The estimate for completion of the PE phase has increased from $50,000.00 to $110,000.00 due to the proposals received, as well as the need to complete environmental technical studies. The City has formally asked Caltrans to shift $60,000.00 from the construction budget to the PE phase to meet the gap. Formal shift of funds is expected by the end of June 2002. The local match requirement has also increased from $5,000.00 to $11,000.00 in order to maintain the City's 10 percent share. The additional $6,000.00 has been identified. The City Council is asked to transfer the specific amounts from the identified accounts to project No. T3009. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT On February 26, 2002, the City Council budgeted $5,000.00 (Gas Tax — Local Match) in Account No. T3009201-8001 and in Account No. T3009109-8001 in the amount of $45,000.00 (federal funds). The requested transfer of funds ($6,000.00 in total) is in preparation for the expected shift of funds by Caltrans from the project's construction budget to the PE budget. This will bring the City's local match to $11,000.00, or 10 percent Of $110,000.00. The Safe Routes to School Program will provide the remaining 90 percent, or $99,000.00. Funding for the construction of the pedestrian bridge and sidewalk has been requested as part of the Fiscal Year 2002/2003 annual budget process. Construction cost is expected to be $340,000.00. The City will be expected to provide a ten (10) percent match or $34,000.00, while the SR2S program will provide the remaining ninety (90) percent or $306,000.00. The local match for construction has been included for City Council consideration in the recommended Fiscal Year 2002/03 capital budget.
