SUBJECT: JAN HEIDT METROLINK STATION SECOND PLATFORM AND
PASSENGER AMENITIES, PROJECT NO. F2005 - AWARD
CONTRACT FOR DESIGN SERVICES

RECOMMENDED ACTION
City Council award the design services contract for the Jan Heidt Metrolink Station second
platform and passenger amenities, Project No. F2005, to Willdan in an amount not to
exceed $65,000.00, and authorize a 10 percent contingency expenditure in the amount of
$6,500.00; and authorize the City Manager or designee to execute all documents, subject to
City Attorney approval.
BACKGROUND
The Santa Clarita Transit Center passenger amenities, which include the second platform
of the Jan Heidt Metrolink Station and new bus shelters along Railroad Avenue, are located
within and adjacent to the newly constructed Jan Heidt Metrolink Station in the
community of Newhall.
On May 11, 1999, the City Council awarded the construction contract for the Jan Heidt
Metrolink Station in Newhall. Construction consisted of building the new station, complete
with five canopies, including a handicap access ramp, mini plaza, public restrooms, security
room, bell and clock tower, and three parking lots. On November 30, 1999, the City Council
approved additional funding to build a second platform in anticipation of the second track
that had been proposed for the near future.
City staff and Southern California Regional Rail Authority (SORRA) representatives held
discussions regarding the future development of the subject station. It was determined
that SCRRA intended to construct a second track and platform within the boundaries of the
station in the very near future. The second track and platform were scheduled within the
SCRRA 10 -year capital improvement plan. In accordance with City staff and SCRRA
representatives, the second platform was constructed at that time to match the first
platform in architectural design and construction materials.

The general entry to the station is through Railroad Avenue and Market Street on the west
side. Currently, the first platform on the west side of the track is operational with canopies
and other amenities. Metrolink is currently installing a second track in the east, and the
platform is nearly ready to accommodate its use. All the underground work has been
completed for the second platform. It is expected that the canopies and lights for the second
platform would match those of the first platform amenities. In addition, four bus shelters
along Railroad Avenue will be constructed. The four bus shelters are to be consistent with
the architectural theme of the station and meet Citywide bus shelter guidelines. The bus
shelters will be constructed within the public right-of-way behind the existing curbs, and
modification of curb lines for a bus turnout is not expected.
The City has performed an environmental study and no significant impact was found. The
environmental study conducted by the City complied with the National Environmental
Policy Act (NEPA) and the California Environmental Quality Act (CEQA), and has
sufficient information to enable the Federal Transit Administration to find that a
categorical exclusion is appropriate for completion of the project referenced above.
Therefore, this design contract does not include the environmental work except for
environmental coordination.

FISCAL IMPACT
The project is FTA funded through MTA and local funds. Sufficient funds have been
budgeted in the amount of $400,000.00, including the City's shared amount of $84,000.00
for Fiscal Year 2002/2003. See below for the breakdown of the funding source for the
project:
