HomeMy WebLinkAbout2002-10-22 - AGENDA REPORTS - MTA CALL FOR PROJ GRANT FUND (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval / Item to be presented by: Ben Jarvis DATE: October 22, 2002 SUBJECT: MTA CALL FOR PROJECTS GRANT FUNDING — RESOLUTION AUTHORIZING EXECUTION OF AGREEMENTS DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution authorizing the City Manager or designee to execute on behalf of the City all Letters of Agreement, Memorandums of Understanding, and any other necessary grant documents with the Metropolitan Transportation Authority for grant funds awarded to the City in Fiscal Year 2002/03, subject to City Attorney approval. Through the 2000 and 2001 MTA Call for Projects, the Golden Valley Road/Soledad Canyon Road Interchange and the Transit Maintenance Facility were programmed for grant funds in the amount of $10,218,000 starting in Fiscal Year 2002/03. The next step in the grant award process is to enter into a Letter of Agreement (LOA) for State funds allocated by the MTA. The LOAs are agreements between the City and the MTA that specify how the grant funds will flow to the City over the next two fiscal years, and will define the proposed scope of work and schedule for each project. The resolution will authorize the City Manager or designee to execute the LOAs and any other necessary grant documents on behalf of the City. Staff will return to the City Council with each project for authorization to award the construction contracts. ALTERNATIVE ACTION No alternative action has been identified by staff. Agenda Item:. ��, MTA CALL FOR PROJECTS — RESOLUTION AUTHORIZING EXECUTION OF AGREEMENTS October 22, 2002 — Page 2 FISCAL IMPACT Over the next two years, the City will receive the $10,218,000 in MTA grant funds, and will be responsible for providing $30,892,000 in other grant funds and local match funds for the two projects collectively. The local match funds are a combination of General Funds, Proposition A Local Return Funds, Bridge and Thoroughfare Fees, developer contributions, and federal transit grant funds. The required local match funds for both projects are included in the adopted Fiscal Year 2002/03 City budget. The local match funds needed for Fiscal Year 2003/04 have not yet been identified and will be requested as part of the Fiscal Year 2003/04 budget process.
