Item to be presented by: Ben Jarvis
DATE: December 10, 2002
SUBJECT: MTA CALL FOR PROJECTS GRANT FUNDING — RESOLUTION
AUTHORIZING EXECUTION OF AGREEMENTS FOR EXPANSION
BUSES
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council adopt a resolution authorizing the City Manager or designee to execute on
behalf of the City all Letters of Agreement, Memorandums of Understanding, and any other
necessary grant documents with the Metropolitan Transportation Authority for grant funds
awarded to the City in Fiscal Year 2003/04, subject to City Attorney approval.
BACKGROUND
Through the 2001 MTA Call for Projects, seven local transit buses and four commuter buses
were programmed for grant funds in the amount of $2,770,000 starting in Fiscal Year
2003/04. The next step in the grant award process is to enter into a Letter of Agreement
(LOA) for federal funds allocated by the MTA.
The LOA specifies how the grant funds will flow to the City and defines the proposed scope
of work and schedule for purchasing the new buses. The resolution will authorize the City
Manager or designee to execute the LOA and any other necessary grant documents on
behalf of the City. Staff will return to the City Council for authorization to award the
purchase agreement for the new buses.
ALTERNATIVE ACTION
No alternative action has been identified by staff.
FISCAL IMPACT
Over the next fiscal year, the City will receive the $2,770,000 in MTA grant funds for the
purchase of seven local transit buses and four commuter buses. The City will be
responsible for providing a local match in the amount of $1,427,000, a 34 percent match
rate. The local match will come from Transit funds and will be included in the City's Fiscal
Year 2003/04 budget.
