Yamarone SUBJECT: METROPOLITAN TRANSPORTATION AUTHORITY (MTA) 2003 CALL FOR PROJECTS APPLICATIONS DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve the MTA 2003 Call for Projects List of Candidate Projects and direct staff to submit completed grant applications to the MTA by the January 31, 2003 deadline. BACKGROUND The Los Angeles County Metropolitan Transportation Authority (MTA) is required by federal and state statutes to prepare a Transportation Improvement Program (TIP) for Los Angeles County. The MTA is required to program revenues in the TIP across all transportation modes. The 2003 TIP Call for Projects will program a variety of local, state, and federal revenues to regionally significant projects from several transportation modes throughout the County. To take advantage of the flexibility of various funding sources, the MTA has developed a single unified process, which allows each applicant to apply for specific regionally significant projects of interest to the applicant agency without regard to funding source. Through the Call for Projects, the MTA identifies needs and allots an amount of funds to various regional transportation projects. Once needs are identified and projects are selected, specific funds are assigned to meet the eligibility requirements of funding sources and to leverage the maximum amount of federal and state funds for the County. Each project will compete within one of the following Modal Categories: - Freeways: High Occupancy Vehicle (HOV) Lanes and Gap Closures - Regional Surface Transportation Improvements - Signal Synchronization and Bus Speed Improvements - Transportation Demand Management - Bikeway Improvements - Pedestrian Improvements - Transit Capital - Transportation Enhancement Activities Ir Agenda Item MTA 2003 CALL FOR PROJECTS December 10, 2002 — Page 2 The applications are evaluated by the MTA using the following criteria: - Regional Significance, Project Benefit, and Intermodal Integration - Cost Effectiveness and Local Match - Land Use and Environmental Compatibility - Benefit to Transit System - Project Need, Long -Term Project Development, and Management of Existing Systems - Project Readiness The applications are due to the MTA by January 31, 2003. After a detailed evaluation and ranking, MTA staff and the MTA Technical Advisory Committee (TAC) will recommend to the MTA Board a program of projects for each modal category. This list of projects selected to receive grant funds will be presented to the MTA Board at their meeting in July 2003. Funds will be awarded to projects over a five-year period from Fiscal Year 2003/2004 to Fiscal Year 2008/2009. Teams comprised of expert staff from various departments within the City are preparing the applications for the MTA 2003 Call for Projects under the following modal categories: Regional Surface Transportation Improvements, Signal Synchronization and Bus Speed Improvements, Bikeway Improvements, Transit Capital, Transportation Enhancement Activities, and Transportation Demand Management (see List of Candidate Projects). ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no immediate fiscal impact from submitting the recommended grant applications. If grant funds are awarded to a project, the required local match funds will come from an existing project budget. If there are insufficient funds in the project budget, staff will return to the City Council with the appropriate budget amendments.
