HomeMy WebLinkAbout2002-02-12 - AGENDA REPORTS - MTA MOU TRANSIT PGM (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approva�: §-�2Z94 Item to be presented by: Ken Pulskam DATE: February 12, 2002 SUBJECT: TRANSIT SERVICE IMPROVEMENT PROGRAM — MEMORANDUM OF UNDERSTANDING WITH THE METROPOLITAN TRANSPORTATION AUTHORITY DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve the Transit Service Improvement Program Memorandum of Understanding with the Los Angeles County Metropolitan Transportation Authority (MTA) authorizing the disbursement of Proposition C Discretionary funds from the MTA to the City for the period of Fiscal Year 2002 through 2006; and authorize the City Manager or designee to execute the Memorandum of Understanding, subject to City Attorney approval. BACKGROUND On April 26, 2001, the MTA Board approved the creation of an ongoing Municipal Operator Service Improvement Program (MOSIP) to augment transit service countywide. At the same time, the MTA Board approved Proposition C Discretionary funds for Fiscal Years 2002 through 2006. As one of 17 municipal operators in Los Angeles County, Santa Clarita Transit is eligible to receive these funds. This action by the MTA culminated several years of effort by the 17 municipal operators to make sure each transit system received its fair share of regional funds for bus transit service. Prior to this action, the MTA asserted that only MTA bus operations could use these funds. The MTA's action creates a level playing field for all other transit operators and ensures that each operator will receive a proportional portion of these funds. These new Proposition C Discretionary funds have been expressly made available to operators for the purpose of increasing transit service to reduce overcrowding or to provide transit access to areas that are currently unserved. These funds may be utilized to support operations or capital transit expansion related costs such as unmet transit needs identified during the annual public hearing process. Staff will be recommending that Proposition C Discretionary allocations received during the first two years of the program be appropriated for use as local match to support a grant for transit equipment expansion obtained during the 2001 MTA Call for Projects process. In subsequent years, it is anticipated that the City Council will be asked to appropriate these funds through the annual budget process in a manner that supports the expansion of bus service operations. FISCAL IMPACT New Proposition C revenue allocations have been made available by MTA to Santa Clarita during Fiscal Years 2002 through 2006. The City's allocation for Fiscal Year 2001/02 is $678,200.00. The first two allocations of Proposition C funds have been identified for use as local match to support a transit equipment expansion grant secured through the MTA 2001 Call for Projects process. Beginning in Fiscal Year 2003/04, staff anticipates that the annual allocation of these Proposition C funds will be appropriated to support operational expenses associated with the future expansion of transit service. These additional Proposition C funds do not fully bridge the gap in funding needed to support future transit expansion. Staff will continue to pursue other funding opportunities in order to secure the remaining ongoing funds that will be needed to support future expansion of transit service within the Santa Clarita Valley.
