SUBJECT: NEWHALL RANCH ROAD, PROJECT NO. S4002 — AWARD
ENVIRONMENTAL STUDY CONTRACT
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council award the environmental study contract for Newhall Ranch Road, Project
No. S4002, to EDAW, Inc. in the amount of $242,328.00 and authorize a 15 percent
contingency expenditure in the amount of $36,349.00. Authorize the City Manager or
designee to execute all documents, subject to City Attorney approval.
BACKGROUND
As part of the City's Cross -Valley Connector projects, Golden Valley Road, a major arterial
highway, will be constructed from State Route 14 to the future easterly extension of
Newhall Ranch Road, providing a north -south link through the heart of the City. The
future easterly extension of Newhall Ranch Road will be constructed from Golden Valley
Road to Bouquet Canyon Road, providing an east -west link through the City upon the
completion of Newhall Ranch Road from Interstate 5 to Copper Hill Drive.
Staff mailed a Request for Proposals (RFP) to 12 qualified firms. Six firms submitted
written proposals to the City. Staff evaluated all proposals in accordance with the
requirements in the RFP. From these six firms (listed below), staff interviewed the top four
firms.

Based on technical qualifications and methodology for the project, staff determined that
EDAW, Inc. would best fulfill the City's needs for the project. Therefore, staff recommends
awarding the contract to EDAW, Inc.
ALTERNATIVE ACTIONS
The City Council may choose to postpone or cancel the preparation of the environmental
study. However, such action could impact or delay other segments of the Cross -Valley
Connector project.
Other action as determined by the City Council.
FISCAL IMPACT
Funds have been allocated in the Fiscal Year 2001/02 budget for preparation of the
environmental study for this Cross -Valley Connector project. Bridge and Thoroughfare
funds in the amount of $341,763.00 have been appropriated in Account No. 54003301.
