SUBJECT: FREEWAY OVERPASS/UNDERPASS AREAS — ESTABLISHMENT
OF NO -STOPPING ZONES
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council adopt a resolution establishing no -stopping zones within the limits of freeway
overpasses/underpasses. The identified locations are Placerita Canyon Road, Lost Canyon
Road, and Oak Spring Canyon Road under State Route 14;, and Calgrove Boulevard under
Interstate 5.
BACKGROUND
The City has received a request from the California Department of Transportation
(Caltrans) to establish parking restrictions within the limits of freeway overpasses/
underpasses. This request is an effort to heighten security and a measure to deter potential
actions that may damage or destroy our freeway structures. The January 25, 2002 letter is
attached as Exhibit "A."
Staff surveyed all freeway overpass/underpass locations within City limits and identified
four locations without parking restrictions: Placerita Canyon Road, Lost Canyon Road, and
Oak Spring Canyon Road under State Route 14; and Calgrove Boulevard under
Interstate 5. All other locations are already established with no -stopping zones. The total
length of the no -stopping zone is approximately 400 feet per location (200 feet per side), for
a total length of 1,600 feet.
Staff surveyed each of the four areas during the weeks of February 25 through
March 1, 2002 and March 4 through March 8, 2002. These surveys indicated no on -street
parking demand; therefore, establishment of no -stopping zones will not have an impact on
the on -street parking situation in the vicinity of each of these locations.

ALTERNATIVE ACTIONS
1. Do not establish no -stopping zones.
2. Other action as determined by the City Council.
FISCAL IMPACT
The work involves the installation of 30 signs, amounting to approximately $3,000.00.
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.

The tragic events on September 11, 2001 have resulted in heightened security by all agencies
throughout the nation. As part of their plan to deter potential actions that may damage or destroy
our freeway structures, Chief Mike Brown of the California Highway Patrol has requested our
assistance to work with other key public agencies within the County of Los Angeles to restrict all
vehicle parking on streets that intersect freeways. The extent of the parking restrictions would be
within the limits of a freeway overpass and underpass.
There is a real threat that a vehicle loaded with explosives parked above or below a freeway
structure can damage the integrity of the roadway structure and cause major chaos on the
thoroughfare as well as adjacent streets. The proposal to restrict parking at the stated locations is to
diminish the possibility of this scenario from happening.
Consequently, we are requesting the cooperation of all the municipalities within Los Angeles
county to install "No Parking At Any Time" signs and to paint curbs red where no restrictions are
presently in place. The signs and curb painting would be confined only within the aforementioned
limits of the freeway structures.
