OAK SPRING CANYON PARK - PROJECT NO. P3001 —
AUTHORIZATION TO AWARD CONSTRUCTION CONTRACT
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. City Council award contract to Los Angeles Engineering, Inc., for $877,291.20, and
authorize a 5% contingency expenditure.
2. Authorize payment of water connection fee to Castaic Lake Water Agency in the amount of
$122,751.
3. Authorize staff to increase estimated revenues by $25,000 in account number: 453-5112 and
appropriate $25,000 to account number P3001453-8001 to properly account for the
California Integrated Waste Management Board Grant.
4. Authorize staff to transfer $26,000 from Project Account Number: P4003001.
5. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
In the Fiscal Year 2000-2001 budget process, City Council authorized the design and
construction of Oak Spring Canyon Park. Staff has completed the design phase, and at the
January 22, 2002, City Council meeting, Council authorized staff to advertise a notice inviting
bids for the construction of the park.
In February 2002, the City received a $25,000 grant for this project from the California
Integrated Waste Management Board (CIWB) for playground surfacing under the Waste Tire
Playground Cover Grant Program. Allocation of this grant is included in the Recommended
Action.
Staff recommends a budget transfer in the amount of $26,000 from project savings on the
recently completed Pamplico Park Project Number: P4003001.

On March 13, 2002, the City Clerk publicly opened five bids for the Oak Spring Canyon Park
Project — Project Number P3001. After staff review of the bids, Los Angeles Engineering, Inc.
was determined to be the lowest responsible bidder. All bids received were slightly higher than
the Engineer's estimate, therefore, staff is recommending a 5% contingency on this project.

The Oak Spring Canyon Park site is located at Oak Spring Canyon Road and Ada Streets in the
Canyon Country neighborhood of Santa Clarita. During the public participation process, a
consensus plan was developed, and is attached for your review. This plan was presented to and
supported by the City of Santa Clarita Parks and Recreation Commission at their June 7, 2001
meeting.

FISCAL IMPACT
Funding is budgeted and available in the Fiscal Year 2000-2001 Budget in Account Numbers:
P3001450-8001, P3001213-8001, P3001453-8001, and P3001001-8001. Total project budget is
$1,151,000.
