SUBJECT: OFFICE OF CRIMINAL JUSTICE PLANNING (OCJP) VIOLENCE
AGAINST WOMEN GRANT EXTENSION
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. Accept OCJP Violence Against Women Grant Extension.
2. Transfer $22,500 from Public Safety Account Number 6100-8071 to Transfers Out Account
Number 001-9501 in the Fiscal Year 2002-03 budget.
3. Increase estimated revenues in Account Number 101-6810 by $22,500 for the City's
2002-03 local match. Increase estimated revenues in Account Number 101-5172 by
$69,388, which is $67,500 for the 2002-03 grant from the OCJP, and $1,888 in
reimbursable funds from prior grant awards.
4. Increase estimated expenditures in Account Number 7447-7312 (Special Supplies) by
$16,237 and Account Number 7447-8110 (Professional Services) by $75,651.
BACKGROUND
Since June 1998, the City of Santa Clarita has received $90,000 annually from a competitive
grant award from the State of California, OCJP, for a Violence Against Women Response Unit.
In prior years, the City Council has allocated $30,000 from the City Council Contingency Fund
for the required cash match.
During the first four years of this grant, the City has been successful in implementing the
grant -funded program. Funding has been used to hire a law enforcement investigator dedicated
to domestic violence cases and to provide community prevention and education programs.
Accomplishments as a result of the funding are as follows:
• Decreased number of domestic violence assaults in Santa Clarita.
• Increased networking opportunities and improved working relationship among agencies
working in the field through the establishment of the Family Violence Task Force.
• An improved case -filing rate with the District Attorney's Office, resulting in more cases
going to trial.

• Received honors from the Los Angeles County District Attorney's Office and the Valley
Trauma Center for Violence Against Women investigator efforts.
As part of this year's grant award of $67,500, the OCJP is granting municipalities access to
unspent grant funds from previous years. For the City, this represents an additional $1,888
in reimbursable funds from the OCJP.
The City's grant award has been extended for another year through June 30, 2003, contingent
upon the City Council's allocation of an additional $22,500 cash match. The grant extension
will be used to continue funding an investigator dedicated to violence against women/domestic
violence cases, continued education and prevention efforts, and support to the Family Violence
Task Force. The grant allows better tracking of offenders, stiffer penalties for offenders,
providing victims with resources to seek help, and compilation of statistics.
ALTERNATIVE ACTIONS
Decline acceptance of the OCJP Violence Against Women Response Unit Grant.
2. Direct staff to find alternate funding.
3. Other direction as determined by City Council.
FISCAL IMPACT
The total cost of this grant program is $91,888. This includes $67,500 from the OCJP, the
required City cash match of $22,500, and $1,888 granted in previous grant years that has not
yet been expended. The $22,500 cash match would be transferred from Public Safety Account
Number 6100-8071. Through the Fiscal Year 2001-02 budget process, the Sheriffs Department
was approved for funding for the continuation of the Domestic Violence Investigator from the
General Fund. The acceptance of this grant results in a $69,388 savings to the General Fund,
which is based on the total program cost minus the City's cash match ($91,888 - $22,500).
