SUBJECT: PATRIOT DAY - SANTA CLARITA'S TRIBUTE TO THE
VICTIMS AND SURVIVORS OF THE EVENTS OF
SEPTEMBER 11, 2001
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. City Council direct staff to coordinate a community -wide network of activities as a tribute
to the victims and survivors of September 11, 2001.
2. City Council allocate $10,000 to account number 7411-7312 from the City Council
Contingency Fund account number 7240-7401 to plan and implement a tribute in
coordination with other community agencies in recognition of Patriot Day 2002.
BACKGROUND
On September 11, 2001, the United States experienced the deadliest terrorist attack ever
launched against this country, killing thousands of innocent people. The City of Santa Clarita,
along with other municipalities throughout the United States, will observe September 11, 2002,
as Patriot Day. Patriot Day will honor those who lost their lives as a result of the terrorist
attacks against the United States.
The City Council has proclaimed September 11, 2002, as Patriot Day. Staff has received
inquiries about activities in Santa Clarita in honor of the victims and survivors of
September 11, 2001. As a tribute to the victims and survivors of the events of September 11,
2001, Santa Clarita is proposing to offer a network of community -wide events coordinated by
the City and provided by the community. City staff would coordinate and publicize the
different activities that occur throughout the community. Staff will provide updates as
planning progresses.
In particular, City Council has already directed staff to work with the Sheriffs Department on
the Fallen Heroes Fund to bring the families of victims and survivors to Los Angeles for a visit.
A grand welcome and free passes to Six Flags Magic Mountain are being coordinated. The
Assistance League has raised money for coloring books and crayons for all kindergarten
through third-grade students in Santa Clarita. These books focus on Emergency Preparation
and will be distributed on September 11. The Santa Clarita Interfaith Council has also
inquired about community -wide events and would like to coordinate something with local
churches.

1. No action be taken in honor of Patriot Day 2002.
2. Other direction as determined by City Council.
FISCAL IMPACT
The total cost to the City is $10,000 for the coordination of a network of activities throughout
the community.

September 11, 2002
WHEREAS, on September 11, 2001, terrorists hijacked four civilian aircraft, crashing two of
them into the towers of the World Trade Center in New York City, a third into the Pentagon outside
Washington, D.C. and the fourth hijacked aircraft crashed in southwestern Pennsylvania after passengers
tried to take control of the aircraft in order to prevent the hijackers from crashing the aircraft into an
important symbol of democracy and freedom; and
WHEREAS, these attacks were by far the deadliest terrorist attacks ever launched against the
United States, killing thousands of innocent people and in the aftermath of the attacks, the people of the
United States stood united in providing support for those in need; and
WHEREAS, the President of the United States has requested all state and local governments and
the people of the Untied States to observe Patriot Day with appropriate programs and activities and has
requested all departments, agencies, and instrumentalities of the Untied States and interested organizations
and individuals to display the flag of the United States at half-staff on Patriot Day in honor of the
individuals who lost their lives as a result of the terrorist attacks against the Untied States that occurred on
September 11, 2001; and
WHEREAS, the President of the United States has requested that a moment of silence be
observed on Patriot Day in honor of the individuals who lost their lives as a result of the terrorist attacks.
NOW THEREFORE, BE IT RESOLVED, the City Council of the City of Santa Clarita does
hereby proclaim September 11, 2002 as "Patriot Day" in the City of Santa Clarita, California, honoring not
only the individuals who lost their lives on September 11, 2001, but also the men and women in uniform
who lost their lives filahhtina terrorism around the world.
