SUBJECT: PEDESTRIAN ACCESS IMPROVEMENTS TO TRANSIT STOPS —
AWARD OF CONSTRUCTION CONTRACT — PROJECT NO. T0014;
STPLER-5450(017); EA -07-931689)

RECOMMENDED ACTION
City Council award the construction contract for the Pedestrian Access to Bus Stop
Improvements, Project No. T0014, to Taft Electric Company in the amount of $410,730.54;
authorize a 15 percent contingency in the amount of $61,609.58 for any necessary change orders
to the contract and administrative/inspection costs; and authorize the City Manager or designee
to execute all documents, subject to City Attorney approval.
BACKGROUND
The goal of this project is to increase pedestrian safety and access to transit stops in the City.
In February 1997, the City submitted a project funding application for federal assistance for
the Pedestrian Access Improvements to Transit Stops project. Phase II construction (the final
phase) is continuing from previously completed Phase I construction.
In Phase I, the City completed the installation of three new traffic signals and sidewalk
improvements to transit stops on Soledad Canyon Road. Phase II construction consists of the
installation of the remaining two new pedestrian -actuated traffic signals at the intersections
where no traffic control currently exists, and the installation of traffic signal interconnect
conduit on Soledad Canyon Road.
Through a competitive grant process, the City has obtained a total of $959,200.00, including
a local match of 20 percent in FTA funding, to support both Phases I and II. On Phase I, the
total expenditure for the construction contract was $370,000.00, including design services for
Phase II. The following is the breakdown of the funding sources (grant and local match funds).

FISCAL IMPACT
Funds for Pedestrian Access Improvements for Transit Stops, Project No. T0014, have been
allocated for Fiscal Year 2001/02 in Account Nos. T0014801, T0014001, T0014205, and
T0014452 for a total amount of $564,961.00. Eighty percent of all costs associated with the
completion of this project has been made available to the City through a competitive grant
award process, with the remaining 20 percent funded through local Gas Tax monies.
