HomeMy WebLinkAbout2002-11-05 - AGENDA REPORTS - PICO CYN OAK TREE (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approv Item to be presented by: Councilmember Weste NEW BUSINESS DATE: November 5, 2002 SUBJECT: DESIGNATION OF PICO CANYON / OAK TREE IMPACTS DEPARTMENT: City Manager's Office RECOMMENDED ACTION Discuss current designation of Pico Canyon Road and its impact on adjacent oak trees, receive public testimony and provide direction to staff. BACKGROUND Tract Map No. 43896, now under construction by John Laing Homes, requires the construction of Pico Canyon to the full width of the County's master planned highway of 100 feet. In addition, a storm drain channel is required along this roadway. In 1999, an agreement was signed by John Laing Homes and SCOPE (Santa Clarita Organization for Planning and Environment) which delayed this improvement for three years, terminating on November 1, 2002. It was anticipated that during this three year delay, Lennar Homes would process an application for the downsizing of Pico Canyon as part of their Stevenson Ranch Phase V application. This has not yet occurred and John Laing Homes is faced with the requirement to fulfill their mitigation measures and construct the roadway and storm drain improvements. These improvements would cause the removal of a Heritage Oak tree (#419 in the original oak tree plan). At this time, options are being considered by the County, John Laing Homes and Lennar Homes; however none have been found to allow compliance with the existing mitigation measures while saving this tree.
