SUBJECT: SANTA CLARITA SPORTS COMPLEX BUILDING NO. 1
(ACTIVITIES CENTER), PROJECT NO. F3007 — PROJECT
ACCEPTANCE

RECOMMENDED ACTION
City Council accept the construction completed for the Santa Clarita Sports Complex
Building No. 1 (Activities Center), Project No. F3007, by BELL Construction Co., Inc.;
direct the City Clerk to file the attached Notice of Completion; and direct staff to release
any remaining retention, less the disputed amount, 35 days after the Notice of Completion
is recorded, provided no stop notices, as provided by law, have been filed.
BACKGROUND
As part of the City's Master Plan for the Santa Clarita Sports Complex, the community
identified basic recreation and community service needs for Building No. 1. The report
identified neighborhood impacts, investigated site constraints, and determined community
opportunities. The report also studied alternative solutions for this facility and
recommended actions to protect the integrity of diverse activities while forecasting, as
accurately as possible, future needs.
This project provided tenant improvements for Building No. 1 of the Santa Clarita Sports
Complex (SCSC). Improvements included, but were not limited to, the construction of an
arena area, a large community room, multi-purpose rooms, a teen/arcade area, and various
recreational activity rooms. These features were identified for development in the Santa
Clarita Sports Complex Master Plan, established during Fiscal Year 1998-1999.
Per City Council direction, the City Clerk's office received and opened four (4) bids on
October 11, 2000. After review of the bids, staff recommended that City Council award the
construction contract to BEGL Construction Co., Inc. in the amount of $2,203,700.00 and
authorized a contingency expenditure in the amount of $330,555.00.

This project was completed to the satisfaction of the City Engineer on September 18, 2002.
Presently, the total cost of construction is below the amount budgeted. However, staff is
working with the contractor to resolve pending delay penalty issues and uncleared
subcontractor release documents that may impact that budget. Staff is working diligently
to close out the project within the allocated budget as soon as possible.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The total construction cost for the project was $2,364,678.00. General Fund Account
No. F3007001-8001 was used to track all associated construction expenditures.
