HomeMy WebLinkAbout2002-08-27 - AGENDA REPORTS - PROP 51 TRAFFIC SCHOOL ACT (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approva Item to be presented by: Ben Jarvis DATE: August 27, 2002 SUBJECT: RESOLUTION IN SUPPORT OF PROPOSITION 51, TRAFFIC CONGESTION RELIEF AND SAFE SCHOOL BUS ACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution in support of Proposition 51, legislation that would allocate funding to local transportation projects in the Santa Clarita Valley and across California. Proposition 51 will go before California voters in November 2002. BACKGROUND California has experienced tremendous population and economic growth over the last 30 years. State population will continue increasing by an additional 15 million people by the year 2030. Investment in California's transportation infrastructure has lagged behind this growth, resulting in severe congestion and gridlock on roads and highways statewide. The State's highway system cannot accommodate current travel demand. Over time, the highway system will steadily degrade, and gridlock will extend further into less urbanized areas. Proposition 51, if approved by voters in November, will redirect 30 percent of State tax revenues generated from automobile sales and leases to a trust fund that will provide monies for transportation infrastructure improvements. This fund will also provide monies to replace or upgrade substandard school buses in California. Proposition 51 will not raise taxes; rather, existing revenues will be reallocated for transportation -related uses. Proposition 51 monies will be used to fund a specific list of capital projects throughout California. The initiative would also create funding streams for congestion relief, capital improvements, transit service, and pedestrian and bicycle programs. Within the Santa Clarita Valley, Proposition 51 will provide funding for the following projects: (1) $6 million for High -Occupancy Vehicle (HOV) and truck lanes on Interstate 5; (2) $13.5 million for the Magic Mountain Parkway/Interstate 5 interchange; (3) $7.5 million for the Interstate 5/State Route 126 interchange and the Commerce Center Drive interchange; and (4) $6 million for the Interstate 5/Hasley Canyon Road interchange in Castaic.
