HomeMy WebLinkAbout2002-10-08 - AGENDA REPORTS - PURCHASE LIGHT DUTY TRUCKS (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: October 8, 2002 City Manager Approval. _1&.� Item to be presented by: Barbara Boswell SUBJECT: AWARD THE PURCHASE OF NINE LIGHT-DUTY TRUCKS DEPARTMENT: Administrative Services RECOMMENDED ACTION Council find the bid from Raceway Ford to be non-responsive and award a contract to Lake Chevrolet for the purchase of nine light-duty trucks for an amount not to exceed $199,575.11 from account nos. 1700-8615, 3710-8615, 4312-8615 and 7330-8615. The City Council approved the purchase of nine light-duty trucks in the FY 2002/2003 budget. The Invitation to Bid was published three times, from August 4 to August 11, 2002. Notifications were sent to the Chamber of Commerce, VIA, and 43 suppliers on file. The Invitation to Bid was hand -delivered to three local dealers, as well as distributed to seven dealers who requested an opportunity to bid. Additionally, seven dealers downloaded the bid package from the City's website. Six suppliers submitted responses opened by the City Clerk on September 12, 2002, and the results of the bids are shown below: Vendor Location Bid Raceway Ford Riverside $199,152.94 Lake Chevrolet Lake Elsinore $199,575.11 Fairway Ford Placentia $211,666.64 Reynolds Buick/GMC West Covina $212,053.99 Parkway GMC Santa Clarita $223,979.61 Paradise Chevrolet Ventura No Bid The bid from Reynolds Buick/GMC reflects the revised total incorporating taxes that were not included in the original response. The bid from Raceway Ford included numerous exceptions to the bid that involved specifications related to the performance, maintenance and operation of the vehicle. Correction of the exceptions would require pricing negotiation not offered to other bidders. Based on manufacturer's pricing there would be a net increase in bid costs. The next low bidder, Lake Chevrolet, is within $500 and the exceptions noted in the bid do not involve vehicle performance, maintenance or operation. /O Agenda Item rn�_r~o,�7n r'�R AWARD CONTRACT FOR PURCHASE OF NINE LIGHT-DUTY TRUCKS October 8, 2002 — Page 2 Staff finds the response from Raceway Ford is non-responsive and the response from Lake Chevrolet to be the lowest responsive and responsible bid. ALTERNATIVE ACTION 1. Reject all bids and rebid. 2. Other action as determined by the City Council. FISCAL IMPACT Funds in the amount of $216,000 were budgeted in account nos. 1700-8615, 3710-8615, 4312-8615 and 7330-8615 for FY 2002/2003. ATTACHMENTS None. BB:jwb:hds council\08oct021.dac
