SUBJECT: PROPOSED RECREATION FEE SCHEDULE
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council conduct the Public Hearing and adopt a resolution establishing a new schedule of fees
and charges for selected recreation services.
BACKGROUND
The Parks, Recreation, and Community Services Department is a major provider of services to the
citizens of the City of Santa Clarita. In order to maintain and create new recreational opportunities
for the citizens, many department programs are fee-based. It is the philosophy of the City to provide
subsidies to the Department's programs to encourage participation. This subsidy comes from the
General Fund, which offsets the total costs of Parks, Recreation, and Community Services programs.
The City does not currently recover 100% of the total cost of any of its programs and services.
The City periodically conducts a fee study, or review of the fees it charges for programs and services.
This is a comprehensive effort, reaching all of the City departments. This effort was last completed
in 2001. The results of that fee study recommended the implementation of several changes to the
City's existing fee structure, and in June of 2001, the City Council formally adopted fee adjustments.
This year, City Council approved increases to all City fees by the Consumer Price Index during the
budget approval process for 2002/2003; however, in many cases this increase was too small to assist
in the recovery of direct costs for selected Parks and Recreation programs. In order to come closer
to the goal of recovering 70% of its direct costs, Parks, Recreation, and Community Services is seeking
increases to some fees in order to keep up with market conditions, while maintaining the City's
philosophy on subsidy levels. The fees that staff is proposing to increase are the following:
A $4 increase in Youth Sports to offset the cost of the Positive Coaching Alliance, a team youth
sports character building program.
A $9 increase to Aquatic Team Sports to meet the increased costs of medals, and to allow parents
to pay for photos at the time of registration.
Increases in Camps and Child Development programs to allow the Department to meet its direct
cost recovery goal. These increases would allow the City to keep up with bus service and ticket

price increases.
• Addition of new program fees, such as a ten -week softball season.
At this time, the Department is also seeking to establish new fees for programs, special events, and
facility rentals that are not currently specified in the City's fee structure. For example, this
resolution sets fees for rental of the newly opened Activities Center. This will enable the City to
create new cost centers for additional revenue and enhance existing service levels and amenities.
Staff has spent considerable time reviewing these proposed fees to ensure that they are reasonable
enough to assist in cost recovery without being cost prohibitive to the participants.
The recommendations also honor the City's philosophy on supporting recreation programming at the
various subsidy levels. The Parks and Recreation Commission unanimously approved the proposed
fee schedule, and recommended that the City Council approve the fees.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
If approved, the fee increases will enable staff to continue to provide programs and activities at
existing service levels, and the increases will generate and contribute additional revenue to the
General Fund. This will reduce the burden placed on the General Fund by subsidization of Parks,
Recreation and Community Services programs.

NOTICE IS HEREBY GIVEN.
A Public Hearing will be held before the City Council of the City of Santa Clarita in the
City Hall Council Chambers, 23920 Valencia Blvd., 1' Floor, Santa Clarita, California,
on the 24`' day of September, 2002, at or after 6:00 p.m. to consider adjustments to fees
charged for several Recreation Programs for Fiscal Year 02 / 03 and the Council will
also consider establishing fees for facility rentals.
Proponents, opponents, and any interested persons may appear and be heard on this
