SUBJECT: ADOPTION OF REVISED STANDARD URBAN STORMWATER
MITIGATION PLAN (SUSMP) IMPLEMENTING ORDINANCE

RECOMMENDED ACTION
City Council to adopt an ordinance entitled: "An Ordinance Of The City Council Of The City
Of Santa Clarita, California, Implementing The Standard Urban Storm Water Mitigation
Plan Of The California Regional Water Quality Control Board For The Los Angeles Region
By Amending Chapter 90 Of Title 17 Of The Santa Clarita Municipal Code By Replacing It
In Its Entirety With New Chapter 90, "Standard Urban Storm Water Mitigation Plan
Implementation"
BACKGROUND
At the meeting on July 9, the Council passed the attached ordinance on to a second reading.
On December 13, 2001, the Regional Water Quality Control Board adopted a new five-year
NPDES Permit for storm water discharges from the City's storm drain system. Changes
were made in the new permit to the section that affects the Standard Urban Storm Water
Mitigation Plan (SUSMP) program. This ordinance updates the City's Municipal Code to
reflect those required changes.
The City is required by the NPDES Permit to give legal effect to the SUSMP changes
contained in the NPDES Permit by adoption of an ordinance to take effect not later than
September 2, 2002.
ALTERNATIVE ACTIONS
No alternatives have been identified because state and federal laws require the City to take
this action.

FISCAL IMPACT
The implementation of these regulatory requirements will increase the cost to the City and
property owners for plan review services, permitting and inspection. The costs incurred by
the City are eligible for reimbursement through developer fees. These and other
development related NPDES Permit compliance costs have been included in the recently
revised fee study.

MITIGATION PLAN OF THE CALIFORNIA REGIONAL WATER QUALITY
CONTROL BOARD FOR THE LOS ANGELES REGION BY AMENDING CHAPTER
90 OF TITLE 17 OF THE SANTA CLARITA MUNICIPAL CODE BY REPLACING IT
IN ITS ENTIRETY WITH NEW CHAPTER 90, "STANDARD URBAN STORM WATER
MITIGATION PLAN IMPLEMENTATION."
