SUBJECT: RIVER PARK PROGRAM DESIGN — PROFESSIONAL SERVICES
AGREEMENT — PROJECT NO. P0010

RECOMMENDED ACTION
City Council authorize a Professional Services Agreement with David Evans & Associates
for design of the River Park Program from CIP Project No. P0010210-8001 in the amount of
$245,260.00, plus a 10 percent project contingency in the amount of $24,526.00, for a total
amount not to exceed $269,786.00; and authorize the City Manager or designee to execute
all documents, subject to City Attorney approval.
BACKGROUND
The River Park Program encompasses the design and ultimate construction of a 25 -acre site
in the Santa Clara River corridor, in the vicinity of Soledad Canyon Road and Camp Plenty
Road. Future uses include a one -half -acre non -contact lake, viewing area, picnic shelters,
maintenance building, parking facility and the extension of a City bike/pedestrian trail.
Previously identified as a community priority by the City Council, initial efforts associated
with this project, including an Initial Environmental Study, Community Master Planning
and Preliminary Design, are now complete. At this time, staff is requesting City Council
consideration and approval to expand the scope of services associated with David Evans &
Associates' (DE&A) contract to include the remaining portions of design.
DE&A has been under contract with the City since 1998 and has been directly responsible
for overseeing the master planning and preliminary design of the proposed River Park. In
addition to the completed project work, the original scope of DE&A's contract included
several tasks that would normally take place during the design process. During the past
four years, DE&A has consistently performed in a manner consistent with the high level of
expertise and professionalism demanded by the City. Based on their knowledge of the
project specifics and proven performance record, DE&A is the most qualified firm to
complete the design phase of the River Park Program project.

FISCAL IMPACT
The authorization of this Professional Services Agreement will expend $245,260.00 from
the available $724,496.86, which has been budgeted in Fiscal Year 2001/2002, for the
completion of the River Park Program, Project No. P0010, as well as allow for a 10 percent
contingency in the amount of $24,526.00.
