HomeMy WebLinkAbout2002-12-10 - AGENDA REPORTS - SAN FERNAN RD TM 53114 ACCEPT (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval:, Item to be presented by: Curtis Nay DATE: December 10, 2002 SUBJECT: TRACT MAP NO. 53114 (SAN FERNANDO ROAD AND VALLE DEL ORO) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council approve Tract Map No. 53114 (San Fernando Road and Valle del Oro); 2) Accept on behalf of the public the offers of dedication for public use and road purposes, the easements for sanitary sewers and sanitary sewer ingress and egress purposes, the easements for flood control purposes, the easements for covered storm drain, appurtenant structures, ingress and egress purposes, the easements for ingress and egress purposes, the easements for public use and trail purposes, the easements for slope purposes, the offer of dedication of sanitary sewers and appurtenant structures, the offer of dedication of future streets, the right to restrict direct vehicular ingress and egress to Deputy Jake Drive from Lots 40 and 41, and the right to prohibit the construction of residential buildings within Lot 54; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article S (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 53114, which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 53114, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 53114, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. Agenda Item a --t T) TRACT MAP NO. 53114 — APPROVAL OF THE FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION December 10, 2002 — Page 2 BACKGROUND Tract Map No. 53114 (San Fernando Road and Valle del Oro) is the only phase of Tentative Tract Map No. 53114, which was granted approval by the Planning Commission on June 5, 2001, and the City Council on July 10, 2001. This project, consisting of approximately 39.6 acres, is located northeasterly of San Fernando Road, northwesterly of Valle del Oro, and is owned by EZ Access Self Storage, LLC, a California Limited Liability Company. This map is creating sixty-three lots (fifty-three single-family residential lots, one public utility lot, seven common area lots, one commercial lot, and one lot granted to the City). Access to the property is provided via Valle del Oro. Water rights have been secured for all lots. Trail requirements are being met by the construction of a 20 -foot wide Class I bike trail on the northerly side of the flood control channel, a 16 -foot wide Class I bike trail on the southerly side of the flood control channel, and two 20 -foot wide Class I bike trails running from Kirsch Court and Matthew Place to the 20 -foot wide trail on the northerly side of the flood control channel; easements are also being dedicated to the City for these trails. Quimby fees have been paid. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public streets shown on this map will be dedicated to the City. The maintenance of these streets will have minimal impact on the City's street maintenance budget. Streets: This map is creating three new public streets. B&T Fee: The project is located in the Via Princessa Bridge and Thoroughfare District. The B&T obligation of $831,500.00 will be met by the purchase of B&T credits from the Santa Clarita Business Park. Transit Fee: The transit mitigation fee of $10,600.00 for fifty-three new single family residential units will be paid at issuance of building permits, per the conditions of approval. Quimby Fee: A Quimby fee of $288,236.00 has been paid per the conditions of approval. School Fees: All appropriate school fees will be paid at the time of building permits.
