HomeMy WebLinkAbout2002-04-23 - AGENDA REPORTS - SANDIST 266 MEADOWRIDGE RD (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: Vince Berton CONSENT CALENDAR DATE: April 23, 2002 SUBJECT: TAX SHARING RESOLUTION FOR SANITATION DISTRICT ANNEXATION NO. 266 LOCATED ON MEADOWRIDGE ROAD, SOUTH OF SAN FERNANDO ROAD DEPARTMENT: Planning and Building Services RECOMMENDED ACTION Adopt a resolution approving and accepting the negotiated exchange of property tax revenues resulting from Sanitation District Annexation No. 266. BACKGROUND Los Angeles County Sanitation District Nos. 26 and 32 provide wastewater treatment services cooperatively through the Santa Clarita Valley Joint Sewerage System. To provide wastewater treatment service to property located outside of the District's service area, the service area boundary must be expanded through the annexation process. As part of this process, a tax -sharing resolution to provide the required funding to the Sanitation Districts is adopted by the public agencies responsible for providing services to the subject property. Local agencies receiving a portion of property tax from the annexing area must determine the amount of tax revenues to be exchanged between the affected agencies. For annexation No. 266, a total of 1. 10 16 percent of the annual tax increment attributable to the land area involved in the annexation will be transferred to Sanitation District No. 32. Of this total, the City is contributing 0.1139 percent of its revenues from the annual tax increment for the annexation area. This annexation is for the newly created assessment area for Faith Community Church located off Meadowridge Road, south of San Fernando Road, in the community of Newhall, in the City of Santa Clarita. The annexation area includes a 23,868 square foot sanctuary and a private elementary school that is 1,680 square feet. The total building area is 25,548 square feet and is currently operating on a septic system. The applicant is requesting f� �/ Agenda Item: annexation in order to be able to connect to the sewer system. The project has an approved conditional use permit (Master Case 95-177, CUP 95-008), and according to the Mitigated Negative Declaration prepared for the church facility, the applicant is required to annex into District No. 32 before sewerage service can be provided to the development. ALTERNATIVE ACTIONS Other actions as determined by Council. FISCAL IMPACT As proposed, the annexation to Sanitation Districts No. 32 should result in no adverse fiscal impact to the City. Enclosed are new duplicates of a resolution involving your city and others. The applicant has requested, in writing, annexation of his property into County Sanitation District No. 32 in order to receive off-site disposal of sewage. The resolution is being distributed to all parties for signature in counterpart. Therefore, you will only be receiving a signature page for your city. Please execute the enclosed duplicate resolutions and return all copies to this office as you have in the past.
