HomeMy WebLinkAbout2002-05-14 - AGENDA REPORTS - SANDIST TAX OAK SPRINGS CYN (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval A4"ve—P Item to be presented by: Vince Bertoni CONSENT CALENDAR DATE: May 14, 2002 SUBJECT: TAX SHARING RESOLUTION FOR SANITATION DISTRICT ANNEXATION NO. 324 – LOCATED AT 28655 OAK SPRINGS CANYON ROAD AND SURROUNDING PARCELS DEPARTMENT: Planning and Building Services RECOMMENDED ACTION Adopt a resolution approving and accepting the negotiated 'exchange of property tax revenues resulting from Sanitation District Annexation No. 324. BACKGROUND Los Angeles County Sanitation District Nos. 26 and 32 provide wastewater treatment services cooperatively through the Santa Clarita Valley Joint Sewerage System. To provide wastewater treatment service to property located outside of the District's service area, the service area boundary must be expanded through the annexation process. As part of this process, a tax -sharing resolution to provide the required funding to the Sanitation Districts is adopted by the public agencies responsible for providing services to the subject property. Local agencies receiving a portion of property tax from the annexing area must determine the amount of tax revenues to be exchanged between the affected agencies. For annexation No. 324, a total of 1.1883 percent of the annual tax increment attributable to the land area involved in the annexation will be transferred to Sanitation District No. 26. Of this total, the City is contributing 0.1263 percent of its revenues from the annual tax increment for the annexation area. This annexation is for the newly created assessment area that includes the Sand Canyon Storage at 28655 Oak Springs Canyon Road, two parcels belonging to the Newhall County Water District, and seven existing or proposed residential homes, in the community of Canyon Country, in the. City of Santa Clarita. Sand Canyon Storage has an approved City of Santa Clarita conditional use permit (Master Case 93-172, CUP 93-011) and an approved -AdoptellUx. Agenda Negative Declaration. According to the Mitigated Negative Declaration prepared for the self storage facility, the applicant is required to annex into District No. 26 before sewerage service can be provided to the development. The two parcels (APN: 2840-007-009 and 2840- 007-010) belonging to the Newhall County Water District are being included in the annexation to avoid island parcels. In addition, the owners of seven existing and proposed single family residents, currently on septic systems requested to be annexed into the Sanitation District with the Sand Canyon Storage facility. These parcels include: 2840-007- 010 - a proposed single family home, 2840-007-008 - an existing single family home, 2840- 007-009 — an existing vacant single familyresidenceparcel, 2840-009-002 an existing single family home, 2840-009-003 — an existing single family home, 2840-009-080 - and existing single family home, and 2840-009-081— an existing single family home. A map of the proposed annexation areas is included with the resolutions. ALTERNATIVE ACTIONS Other actions as determined by Council. FISCAL IMPACT As proposed, the annexation to Sanitation Districts No. 26 should result in no adverse fiscal impact to the City. Enclosed are new duplicates of a resolution involving your city and others. The applicant has requested, in writing, annexation of his property into County Sanitation District No. 26 in order to receive off-site disposal of sewage. The resolution is being distributed to all parties for signature in counterpart. Therefore, you will only be receiving a signature page for your city. Please execute the enclosed duplicate resolutions and return all copies to this office as you have in the past. Upon completion of the annexation process, your office will receive a fully executed copy of the tax sharing resolution for your files. Your continued cooperation in this matter is appreciated.
