DATE: May 14, 2002
SUBJECT: TAX SHARING RESOLUTION FOR SANITATION DISTRICT
ANNEXATION NO. 260 — LOCATED AT 23728 PINE STREET
DEPARTMENT: Planning and Building Services
RECOMMENDED ACTION
Adopt a resolution approving and accepting the negotiated exchange of property tax
revenues resulting from Sanitation District Annexation No. 260.
BACKGROUND
Los Angeles County Sanitation District Nos. 26 and 32 provide wastewater treatment
services cooperatively through the Santa Clarita Valley Joint Sewerage System. To provide
wastewater treatment service to property located outside of the District's service area, the
service area boundary must be expanded through the annexation process. As part of this
process, a tax -sharing resolution to provide the required funding to the Sanitation Districts
is adopted by the public agencies responsible for providing services to the subject property.
Local agencies receiving a portion of property tax from the annexing area must determine
the amount of tax revenues to be exchanged between the affected agencies. For annexation
No. 260, a total of 1.1058 percent of the annual tax increment attributable to the land area
involved in the annexation will be transferred to Sanitation District No. 32. Of this total,
the City is contributing 0.1139 percent of its revenues from the annual tax increment for
the annexation area.
This annexation is for the newly created assessment area for the Newhall County Water
District Office located at 23728 Pine Street, south of San Fernando Road, in the community
of Newhall, in the City of Santa Clarita. The annexation area includes the renovation of
the existing 3,754 square foot building and parking lot and the addition of 9,922 square feet
of building area to be used for offices. The existing building is currently operating on a
septic system. The applicant is requesting annexation in order to be able to connect to the

sewer system. The project has an approved City of Santa Clarita development review
permit (Master Case 01-341, Development Review 01-024), and according to the Mitigated
Negative Declaration prepared for the office building, the applicant is required to annex
into District No. 32 before sewerage service can be provided to the development.
ALTERNATIVE ACTIONS
Other actions as determined by Council.
FISCAL IMPACT
As proposed, the annexation to Sanitation Districts No. 32 should result in no adverse fiscal
impact to the City.
