CONSERVANCY TO THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA

BACKGROUND
In July 2002, the City Council directed staff to schedule a joint study session with
the Santa Monica Mountains Conservancy (SMMC). The purpose of the meeting is
to engage in a dialogue with the SMMC to more thoroughly understand their
operations, goals and partnership opportunities in and around the Santa Clarita
Valley.
The SMMC, a state agency, was formed in 1979 to acquire, protect, preserve and
manage land and resources within their boundaries. The SMMC and its joint
powers partner, the Mountains Recreation and Conservation Authority (MRCA),
currently own and/or manage over 42,000 acres of natural lands in the Santa Monica
Mountains, Santa Susanas, Simi Hills, San Gabriels, Sierra Pelona, Verdugos, San
Rafael Hills, and the Los Angeles River. The SMMC Zone includes the Rim of the
Valley Trail Corridor.
The City of Santa Clarita and the SMMC formed a Joint Powers Agreement (JPA) in
1993. Called the Santa Clarita Watershed Recreation Conservation Authority
(SCWRCA), the JPA was created to acquire and preserve open space parkland and
wildlife habitat lands within the Santa Clarita Valley. Recently, SCWRCA
completed its first purchase of open space by acquiring over 400 acres in Whitney
Canyon.
