SUBJECT: TRACT MAP NO. 42670-03 (SANTA CLARITA BUSINESS PARK)
- APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF
DEDICATION
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
1) City Council approve Tract Map No. 42670-03 (Santa Clarita Business Park);
2) Accept on behalf of the public the offers of dedication for public use and road purposes,
the easements for flood control purposes, and the right to restrict direct vehicular
ingress and egress to Centre Pointe Parkway;
3) Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing
with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific
plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of
Division 1 of the Government Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of
Tract Map No. 42670-03, which indicates that all special assessments levied by the City
have been paid;
5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 42670-03,
which embodies the approval of said map and the acceptance of the dedications shown
thereon;
6) Instruct the City Manager and the City Clerk to endorse the document transferring
ownership of an non -developable fragment of land, located between the lands of
Spirit Properties and the westerly boundary of Golden Valley Road, from the City to
Spirit Properties, to be added to Lot 1 of Tract Map 42670-03 for the purpose of the
orderly development of this project; and
7) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements,
which provides for the manner in which various improvements described on Tract Map
No. 42670-03, and pursuant to the conditions for the final approval of said map for which
security has been posted, shall be constructed and completed.

BACKGROUND
Tract Map No. 42670-03 (Santa Clarita Business Park) is the third phase of Tentative Tract
Map No. 42670, which was granted approval by the Los Angeles County Board of
Supervisors on August 16, 1983. This phase, consisting of approximately 22.9 acres, is
located at the southwest corner of Golden Valley Road and Centre Pointe Parkway, and is
owned by Spirit Properties, Ltd., a California Corporation.
This map is creating eight lots for light industrial business park use. Water rights have
been secured for all lots. Trail requirements are being met by the construction of a Class I
bike trail on the east side of Golden Valley Road. Bridge and Thoroughfare fee
requirements have been satisfied per the Development Agreement. No Quimby fees are
required for this industrial development.
A Development Agreement for Santa Clarita Business Park between Spirit Properties Ltd.,
a California Corporation and the City was approved by the City Council on April 7, 1998
(Master Case No. 97-124, Development Agreement No. 97-001, Resolution No. 98-45,
Ordinance No. 98-12), and recorded in the office of the Los Angeles County Recorder on
June 5, 1998 (Instrument No. 98-951356).
The conditions set by the County of Los Angeles and modified through the approval of the
Development Agreement have been met, and fees have been paid as indicated on the
attached Fact Sheet.
ALTERNATIVE ACTION
Staff has not identified any alternative actions that would conform to requirements set
forth in the Subdivision Map Act.
FISCAL IMPACT
The public streets shown on this map will be dedicated to the City. The maintenance of
these streets will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees: Paid
Transit Mitigation Fee: None Required
Quimby Fee: None Required

Streets: This map is creating one new public street.
B&T Fee: The project is located in the Eastside Bridge and Thoroughfare District.
Bridge and Thoroughfare fee requirements have been met for this tract as
part of the satisfaction of a $4,396,992 obligation of the parent Tract Map
No. 42670 per the Amended and Restated Funding, Construction and
Acquisition Agreement dated May 1, 2001, and the Development
Agreement.
Transit Fee: No Transit fees are required for this industrial development.
Quimby Fee: No Quimby fees are required for this industrial development.
School Fees: All appropriate school fees will be paid at the time of building permits.
