F3009 — AWARD CONTRACT FOR CONSTRUCTION SERVICES DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1. City Council award the construction contract for the Santa Clarita Sports Complex, Aquatics Center, Project No. F3009, to Fedcon General Contractors, Inc. in the amount of $7,269,266.00, and authorize a 10 percent contingency expenditure in the amount of $726,927.00 for any necessary change orders to the contract and administrative costs; 2. Increase anticipated Fiscal Year 2001/2002 Proposition 12 revenues by $312,000.00 and appropriate $312,000.00 in Proposition 12 funds to CIP Project No. F3009213-8001; 3. Authorize an expenditure from CIP Project No. F3009001-8001 in the amount of $141,982.00 to Castaic Lake Water Agency to provide all necessary water resources associated with this project; 4. Authorize expenditures from CIP Project No. F3009001-8001 in an amount not to exceed $200,000.00 for special contractual construction inspection and geotechnical. services; and 5. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND As part of the November 1998 Parks, Recreation & Community Services Master Plan for the Santa Clarita Sports Complex, the community identified basic recreation and community service needs for the Sports Complex site. The report identified neighborhood impacts, investigated site constraints, and determined community opportunities. The report also studied alternative solutions for this facility and recommended actions to protect the integrity of diverse activities while forecasting, as accurately as possible, future needs. F3009 — AWARD CONTRACT FOR CONSTRUCTION SERVICES March 26, 2002 — Page 2 This item is for the selection of a construction contractor to complete all construction requirements for the Santa Clarita Aquatics Center located at the Santa Clarita Sports Complex. This project encompasses the aquatics elements that were identified for improvement to the Santa Clarita Sports Complex outlined in the Master Plan established during Fiscal Year 1998/1999. The Master Plan items identified for the development of an Aquatics Center consist of a 50 -meter competition pool with bleacher seating; a 25 -meter pool with a competition diving well; a recreational pool; a building to house aquatics staff and serve as a visitor center; a concession building with additional restrooms; site amenities including parking and access roads, connecting walkways, signage, and landscaping; and a future gymnasium pad area integrated into the existing slope to the south of the proposed Aquatics Center. The project was bid with six add -alternates, which include irrigation and landscaping, pool deck equipment and timers, a shade structure, and recreation pool slide. This award is for base bid only and does not currently include any of the add -alternates. It is staffs intent to rebid the add -alternate items and evaluate the opportunity of awarding all or some of them under separate contract. On January 22, 2002, the City Council approved the Plans and Specifications and authorized the advertisement for bids on this project. On March 15, 2002, staff opened bids for the subject project. These bids are summarized in Exhibit `B." ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds have been previously appropriated and are currently available within the Fiscal Year 2001/2002 budget to fund construction of the Aquatics Center and Castaic Lake Water Agency infrastructure -related needs. Additional Proposition 12 park funds in the amount of $312,000.00 have been recently designated by the State for Santa Clarita and have been identified for use in support of the Santa Clarita Sports Complex. At this time, staff is requesting that these additional Proposition 12 funds be appropriated to the Aquatics Center project to provide adequate resources to fund necessary special contractual construction inspection and geotechnical services associated with this project. F3009 — AWARD CONTRACT FOR CONSTRUCTION SERVICES March 26, 2002 — Page 3 The recommended actions associated with the approval of this agenda report will result in the availability of $112,000.00 in non -committed project funds. Through a combination of non -committed project funds and potential project contingency savings, the City Council may have the future opportunity to fund one or more of the six alternative bid items identified in this agenda report. Any future Aquatics Center enhancement utilizing appropriated project funds would require subsequent City Council review, consideration, and approval.
