HomeMy WebLinkAbout2002-02-12 - AGENDA REPORTS - SECURITY CONTR (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: 11 aa Item to be presented by: Chris Daste DATE: February 12, 2002 SUBJECT: AWARD OF SECURITY CONTRACT DEPARTMENT: Field Services RECOMMENDED ACTION City Council award the security contract to Maxwell Security Services in the amount of $284,396.00 and authorize a $5,604.00 contingency expenditure. These funds have been budgeted in Fiscal Year 2001-2002 in Account Numbers 5504-8007 (City Hall), 5503-8007 (Metrolink Stations), 5502-8001 (City Park Facilities), and 5507-8001 (Sports Complex). Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita is in need of security services at City Hall, the Metrolink Stations, and the City's park facilities. The current provider has been working for the City since 1998. However, the original contract (which was awarded in 1998 for one year and two additional years) has expired. As such, during October of this year, staff began the process to procure security services. The notice inviting bids was posted on October 24, 2001, October 28, 2001, and October 31, 2001. Sealed bids were returned, and opened on November 28, 2001. Five security firms responded to the request for bids. The following is a list of companies that returned bid packages, and their respective bids: Company Location Bid Amount Maxwell Security Services Santa Clarita, CA $284,396.00 Golden West K-9 Santa Clarita, CA $287,930.00 Copper Eagle Patrol Santa Clarita, CA $343,150.00 — Non-responsive Farnham Security Santa Clarita, CA $357,193.06 Pinkerton Security Orange, CA $402,848.00 — Non-responsive Our present security provider, Golden West K-9 Security did respond, but did not submit the lowest bid. The low bidder, Maxwell Security Services, submitted a complete bid package. Maxwell Security Services has an active Private Patrol Operator's license and is in good standing with the California Bureau of Security and Investigative Services. Maxwell Security's offices are located in Santa Clarita. Staff recommends that a contract be awarded to Maxwell Security Services for a one-year term that can be renewed up to five additional one-year terms. An amount of $5,604.00 is included in this contract award request, which is over the bid amount to cover unanticipated annual expenses within each account. The additional contract award amount will be used as a contingency fund from which the payments for emergency security services and services for any yet unknown special events will be covered. ALTERNATIVE ACTION Other action as determined by Council FISCAL IMPACT Funds for this expenditure in the amount of $290,000.00 have been budgeted in Account Numbers 5504-8007 (City Hall), 5503-8007 (Metrolink Stations), 5502-8001 (City Park Facilities), and 5507-8001 (Sports Complex).
