S3009 — AWARD DESIGN SERVICES CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the design services contract for the Sierra Highway Bridge(s) over the Railroad, Project No. S3009, to Parsons Brinckerhoff Quade & Douglas, Inc. in the amount of $184,025.00, and authorize a 10 percent contingency expenditure in the amount of $18,402.50, for a total project budget not to exceed $202,427.50; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Sierra Highway is classified as a major arterial and a Congestion Management Plan (CMP) route, as well as a truck and super -truck route for the region. In 1996, the City restriped Sierra Highway to accommodate three lanes of travel in each direction in order to serve the growing number of motorists along this roadway. In doing so, the lane widths were reduced and are consequently substandard. This project will rehabilitate and/or replace the existing northbound and southbound bridges on Sierra Highway over the railroad while providing adequate travel lane widths for motorists and cyclists, as well as standard sidewalks for pedestrians in each direction. In consideration of the low Caltrans Bridge Sufficiency List (BSL) rating that has been calculated for the northbound bridge, a determination has been made to replace this structure. In contrast, a more favorable BSL rating calculated for the southbound bridge indicates that further analysis in determining its most viable design alternative is warranted. The purpose of this project is to determine the most cost-effective and feasible design alternative to address the deficiencies of these bridge structures. Staff mailed a Request for Proposals (RFP) to 45 consultants. Eleven firms submitted written design proposals to the City. Staff, along with a representative from Los Angeles County, evaluated all proposals in accordance with the requirements in the RFP. Location Anaheim, California Los Angeles, California Rancho Cordova, California Orange, California Pasadena, California Staff determined that Parsons Brinckerhoff Quade & Douglas, Inc. would best fulfill the City's needs for the project. Therefore, staff recommends awarding the contract . to Parsons Brinckerhoff Quade & Douglas, Inc. Through the Highway Bridge Replacement and Rehabilitation (HBRR) Program administered by the California Department of Transportation, the City was previously awarded $492,000.00 of federal funds. These HBRR funds and $123,000.00 in local match General Fund monies (for a total of $615,000.00) were appropriated by the City Council for preliminary engineering and preparation of plans, specifications, and estimates during the Fiscal Year 2001/02 budget process. Because additional funds may be required to replace the southbound structure, if necessary Parsons Brinckerhoff Quade & Douglas will reapply for additional HBRR funding on behalf of the City during Task I of their scope of work. The contract to be awarded at this time is to include Task I only, which is the Preliminary Design Analysis of their scope of work. Task I includes project startup and field review, site surveys/right-of-way, geotechnical investigations, alternative evaluation, and HBRR funding acquisition support. Upon receipt of Caltrans' response to the City's request for additional project funding, staff will return to the City Council with a request to appropriate additional project design funds to CIP Project No. 53009. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funding has been previously appropriated and is currently available to support this project.
