S3009 - AWARD DESIGN SERVICES CONTRACT Transportation & Engineering Services RECOMMENDED ACTION City Council award the design services contract for the Sierra Highway Bridge(s) over the Railroad, Project No. S3009, to Parsons Brinckerhoff Quade & Douglas, Inc. in the of $568,766.00, and authorize a 10 percent contingency expenditure in the $56,876.60, for a total project budget not to exceed amount City Manager or designee$625,642.60• �Oant of to execute all documents, subject to City Attorney and approval. e the BACKGROUND Y pproval. Sierra Highway is classified as a major arterial and a Congestion Management Plan (CMP) route for the region. In 1996, the City restriped Sierra Highway to accommodate three lanes of travel in each direction in order to serve the growing number of motorists along this roadway. This project will rehabilitate and/or replace the existing northbound and southbound bridges on Sierra Highway over the railroad while providing wider travel lane widths for motorists and cyclists, as well as standard sidewalks for pedestrians in each direction. In consideration of the low Caltrans Bridge Sufficiency List (BSL) rating that has been calculated for the northbound bridge, a determination has been made to replace this structure. In contrast, a more favorable BSL rating calculated for the southbound bridge indicates that further analysis in determining its most viable design alternative is warranted. The purpose of this project is to determine the most cost-effective and feasible design alternative to address the deficiencies of these bridge structures. Staff mailed a Request for Proposals (RFP) and received eleven responses. Of the eleven consultants who submitted proposals, five were asked to make presentations to City staff and field questions. Based on the presentations and their answers to the determined that Parsons Brinkerhoff Quade & Douglas, Inc. would best fulfill the City's needs for the project. On April 23, 2002, staff recommended to Cit questions, staff award the design services contract for Task 1 of this project to Parsons Brinckerhoff uncil aQuade & Douglas, Inc. in the amount of $184,025.00. Agenda Item SIERRA HIGHWAY BRIDGE(S) PROJECT NO. 53009 OVER THE RAILROAD June 25, 2002 —Page 2 — AWARD DESIGN SERVICES CONTRACT In the April item, staff had originally separated the scope of work into two phases. However, Caltrans later felt that the separation may not be consistent with their guidelines and suggested that the City award a contract for the entire scope of work. Staff has since renegotiated the original contract, has agreed upon a cost that covers the entire scope of work and does not require additional grant funds or City appropriations. Therefore, this item supercedes the previous action taken by the City Council at their regular meeting of April 23, 2002. Through the Highway Bridge Replacement and Rehabilitation (HBRR) Pro administered by the California Department of Transportation, the City was previously awarded $492,000.00 of federal funds. These HBand RR funds gram General Fund monies (for a total of $671 preliminary engineering and preparation ,000.00) were appropriated $179,000.00 in local match Of plans, specifications, and estimates during the Fiscal Year 200U2002 budget process. ALTERNATIVE ACTION Other action as determined by the City Council. FISCFISC--SACT Adequate funding has been previously appropriated and is currently available to support this project. Appropriated amounts and sources include $492,000.00 in HBRR funding and $179,000.00 in General Fund monies.
