I0001; AND THOROUGHFARE SIGNAL INTERCONNECT — PROJECT NO. C0018 — AWARD DESIGN SERVICES CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the design services contract for the Intelligent Transportation Management System, Project No. I0001, and the Thoroughfare Signal Interconnect, Project No. C0018, to Minagar & Associates, Inc. in the amount of $265,841.00, and authorize a 10 percent contingency expenditure in the amount of $26,584.10, for a total project budget not to exceed $292,425.10; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. Both of these projects are located along several major roadways within the City of Santa Clarita. These roadways include Valencia Boulevard, Magic Mountain Parkway, San Fernando Road (SR -126), Bouquet Canyon Road, Lyons Avenue, Orchard Village Road, Seco Canyon Road, Soledad Canyon Road, Via Princessa, and Sierra Highway. The City is bounded by two major freeways (Interstate 5 and State Route 14), which routinely experience incidents creating an unforeseen burden on our existing road system. The proposed system will help the City's Traffic Division manage the detoured traffic in a more efficient manner. In addition, it will address the growing number of motorists that regularly use City streets. As part of Project No. I0001, the Intelligent Transportation Management System, the City proposes to install closed-circuit television incident cameras at critical sites, add an appropriate communications system to link to the City's Traffic Management Center (TMC), and develop signal timing to address recurring and nonrecurring congestion. With Project No. C0018, the Thoroughfare Signal Interconnect, the City proposes to install traffic signal interconnects to closed interconnect gaps along the major roadways mentioned above, and will also re -time all traffic signals along those roads to improve traffic flow. C0018 AWARD DESIGN SERVICES CONTRACT October 22, 2002 — Page 2 The existing signal system in the City of Santa Clarita consists of 149 signals valleywide. Of these 149 signals, 107 are owned by the City, 13 by the County of Los Angeles, and 29 by Caltrans. It is important to note that 22 signals may be relinquished to the City before the end of calendar year 2003 as part of Caltrans' relinquishment of State Route 126. Currently, the City maintains a modest TMC system supported by a network of nearly 30 miles of existing City -owned twisted -pair interconnect. The system monitors approximately 90 signalized intersections, including 12 intersections with video detection. Staff mailed a Request for Proposals (RFP) to 21 consultants. Five firms submitted written design proposals to the City. Staff, with the assistance of representatives from the California Department of Transportation, the Federal Highway Administration, and the Los Angeles County Metropolitan Transportation Authority, evaluated all proposals in accordance with the requirements in the RFP and interviewed all five of the following design firms: Name of Firm Kimley-Horn and Associates David Evans and Associates Minagar and Associates Meyer, Mohaddes Associates Albert Grover and Associates Location Tarzana, California Ontario, California Irvine, California Anaheim, California Fullerton, California Based on the review of the proposals, the interviews of the consultants, and input from the three agencies' representatives, staff determined that Minagar & Associates, Inc. would best fulfill the City's needs for the project. Therefore, staff recommends awarding the contract to Minagar & Associates, Inc. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Funding for the current phase of this project was identified and appropriated through the Fiscal Year 2002/03 budget process. Funding is unidentified for the Fiscal Year 2003/04 portion of the project. This item is for the design portion, which funding is currently available.
