Na, DATE: May 28, 2002 SUBJECT: APPROVE THE ENGINEER'S REPORT AND DECLARE THE CITY'S INTENTION TO LEVY ANNUAL ASSESSMENTS FOR STREETLIGHT MAINTENANCE DISTRICT NO. 1 FOR FISCAL YEAR 2002/03 DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council adopt a resolution approving the Engineer's Report declaring the City's intention to levy and collect assessments for Streetlight Maintenance District No. 1 for Fiscal Year 2002/03, and set the public hearing for June 25, 2002. BACKGROUND Each year the City is required to order an Engineer's Report for Streetlight Maintenance District No. 1 (District), and determine the necessary assessments to collect for the coming fiscal year. This report and the appropriate resolutions are then presented to the City Council at a regularly scheduled City Council meeting. It is at this meeting that a date is scheduled for a public hearing on the proposed annual assessments. The public hearing for this District is scheduled for June 25, 2002. If the assessments are approved at the public hearing, they are transferred to the County for placement on the County's tax rolls. If the assessments are not approved at the public hearing, the City will lose the ability to place the assessment on the County's tax rolls for Fiscal Year 2002/03. The City will have to manually invoice all parcels within the District or not collect assessments for the coming year. Detailed revenue and expenditure information for the District is in the annual Engineer's Report. In accordance with Proposition 218, "The Right to Vote on Taxes Act," any increase in the annual assessments requires that all affected property owners must vote on the new assessments. There will be no increases in the assessments for the District covered by the attached resolution for Fiscal Year 2002/03; therefore, there is no need to notify the property owners by mail. The following is an estimate of the Fiscal Year 2002/03 budget for Streetlight Maintenance District No. 1.
