HomeMy WebLinkAbout2002-11-12 - AGENDA REPORTS - SOLEDAD CYN ACCEPT (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approv Item to be presented by: Curtis Nay DATE: November 12, 2002 SUBJECT: PARCEL MAP NO. 20838 (COMMERCIAL PARCEL ON SOLEDAD CANYON ROAD) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1) City Council approve Parcel Map No. 20838 (commercial parcel on Soledad Canyon Road); 2) Accept on behalf of the public the easements for flood control purposes, the easements for public use and trail purposes, and the right to restrict direct vehicular ingress and egress to Soledad Canyon Road; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel Map No. 20838, which indicates that all special assessments levied by the City have been paid; 5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 20838, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Parcel Map No. 20838, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. Agenda Item: PARCEL MAP NO. 20838 — APPROVAL OF THE FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION November 12, 2002 — Page 2 BACKGROUND Parcel Map No. 20838 (commercial parcel on Soledad Canyon Road) is the second and final phase of Tentative Parcel Map No. 20838, which was granted approval by the Planning Commission of the City of Santa Clarita on December 1, 1992. This phase, consisting of approximately 10.4 acres, is located on the northerly side of Soledad Canyon Road just west of Gladding Way, and is developed by Newhall Land. This map creates one parcel for future commercial use. Water rights have been secured for this parcel. A 16 -foot wide trail easement is being granted on the map along the northerly boundary of the parcel and an existing Class I bike trail will remain along the northerly side of Soledad Canyon Road. No Quimby fees are required for this commercial parcel. A Bridge and Thoroughfare fee of $737,690.00 (based on current fees) shall be paid at building permit issuance, per the Conditions of Approval. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL I_ MPACT No public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees: $737,690.00* Transit Mitigation Fee: $0.00 Quimby Requirement: $0.00 *Due at building permit issuance. B & T Fee: The project is located in the Bouquet Canyon Bridge and Thoroughfare District; a fee of $737,690.00 (based on current fees) shall be paid at building permit issuance, per the Conditions of Approval. Transit Fee: No transit fee is required for commercial development. Quimby Fee: The site is for commercial purposes only and has no Quimby requirements. School Fees: All appropriate school fees will be paid at the time of building permits.
