SUBSEQUENT NEED
DATE: September 10, 2002
SUBJECT: RESOLUTION REQUESTING ADDITIONAL LEGISLATIVE
ASSISTANCE FROM CONGRESSMAN MCKEON ON THE
SOLEDAD CANYON MINE
DEPARTMENT: City Manager's Office
RECOMMENDED ACTION
City Council adopt resolution requesting additional legislative assistance from
Congressman Howard P. "Buck" McKeon, to effect a legislative remedy at the federal level
that is reasonable, prudent, and equitable to all stakeholders in the Soledad Canyon mine.
BACKGROUND
Since inception, the City's opposition to the Soledad Canyon mine has employed a
multidisciplinary strategy designed to eliminate the severe negative environmental impacts
that will result from the proposed project. This strategy includes technical, political, legal,
community outreach, and legislative efforts on the local, state, and federal level.
The attached resolution extends this strategy and requests additional support for the
legislative effort from Congressman McKeon. Congressman McKeon has been a long-
standing and formidable opponent to the mine as currently proposed, and his office has
rendered invaluable assistance to the community to date. The resolution would provide
that a letter of appreciation be sent to Congressman McKeon for his support, and requests
additional assistance to effect federal legislation that is reasonable, prudent, and equitable
to all stakeholders, while safeguarding environmental resources and preserving the quality
of life for which the Santa Clarita Valley is known.
ALTERNATIVE ACTIONS
Other direction as determined by the City Council.
FISCAL IMPACT
Indirect impacts could include increased activity by City legislative consultants. Overall
funding for the TMC/CEMEX effort has been budgeted in account 1211-8110 for FY 2002-
2003, funds are available for this effort, and no additional fiscal impact is anticipated.
