SUBJECT: RESOLUTION TO FILE AN APPLICATION WITH LAFCO
FOR ANNEXATION NO. 01-01 FOR THE PROPOSED
STONECREST ANNEXATION, LOCATED OUTSIDE THE
CITY LIMITS, ALONG THE EASTERLY BOUNDARY OF
THE CITY LIMITS NORTH OF SOLEDAD CANYON
ROAD.

RECOMMENDED ACTION
City Council to adopt the Resolution authorizing the City Manager, or designee,
to file an annexation application with the Local Agency Formation Commission
(LAFCO) for the proposed Stonecrest Annexation No. 01-01 (Master Case No.01-
068).
This action authorizes the City Manager, or designee, to file an annexation
application for the Stonecrest Annexation. The project site consists of 500
developed single-family detached residential lots located on approximately 215.85
acres. The proposed annexation is generally located in the Canyon Country area
north of Soledad Canyon Road and the Antelope Valley Freeway along the
easterly boundary of the City of Santa Clarita in the unincorporated area of the
County of Los Angeles known as the Stonecrest subdivision.
Annexation was initiated at the request of approximately 78% of area property
owners. On November 13, 2001, the property owners elected to pay the Storm
Drainage Fee in the total amount of $16,231.00 annually, and the City Council
adopted Resolution No. 01-110, setting Stormwater Drainage Fees for the project
area. On February 12, 2002, the City Council adopted Resolution 02-22,
approving General Plan Amendment 01-05, and Ordinance No. 02-02 on February
26, 2002, approving Prezone No. 01-001 which changed the City's General Plan
designation of the project site from RL (Residential Low) to RS (Residential
Adopted: -(15 Agenda Item:
Suburban), and prezoned the project site from R-1-5000 (Single -Family
Residence -5000 square feet minimum lot size) to RS (Residential Suburban).
The Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000 and
the Local Agency Formation Commission (LAFCO) regulate annexation to the
City. Filing the application at this time would initiate the annexation process
with LAFCO and allow the project to proceed in a timely manner.
FISCAL IMPACT
A fiscal impact analysis was prepared for the Stonecrest Annexation. The fiscal
impact analysis indicates that the annexation would result in a cumulative net
negative impact of $249,906 over the first 10 years.
ALTERNATIVE ACTIONS
1. Council may choose not to adopt Resolution and not submit application to
annex the Stonecrest Annexation area.
