HomeMy WebLinkAbout2002-02-12 - AGENDA REPORTS - STONECREST GP AMEND LAND USE (2)PUBLIC HEARING DATE: SUBJECT: DEPARTMENT: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: February 12, 2002 Vince Bertoni LAND USE DESIGNATION CHANGE FOR THE STONECREST ANNEXATION AREA, MASTER CASE 01-068, GENERAL PLAN AMENDMENT 01-005, PREZONE 01-001 Planning and Building Services The City Council receive staff presentation, open the public hearing, receive public testimony, close the public hearing, discuss and adopt the Planning Commission recommendation to adopt a Resolution adopting the negative declaration, and approving General Plan Amendment 01-005, and introduce an Ordinance approving Zone Change 01- 001, and pass to second reading on February 26, 2002. In January 2001, the City initiated the Stonecrest Annexation at the request of a majority of area property owners. The State of California Cortese-Knox-Hertzburg Local Government Reorganization Act of 2000 requires that the proposed project area be prezoned consistent with the City's General Plan before annexation. On November 13, 2001, Stonecrest property owners elected to pay the City's Stormwater Drainage Fee. Adoption of a General Plan Amendment and Prezone, would allow staff to submit an annexation application for the project area to the Los Angeles County Local Agency Formation Commission (LAFCO) for final approval. On January 15, 2002, the Planning Commission recommended approval of the Prezone and General Plan Amendment for the Stonecrest Annexation area by a unanimous vote. ANALYSIS Project Description This is a request to amend the City's General Plan from City RL (Residential Low) designation to City RS (Residential Suburban) designation. The Prezone would change County of Los Angeles R-1-5000 (Single -Family Residence -5000 square feet minimum lot size) zoning designation to City RS (Residential Suburban) prezone designation. The area is not currently designated on the City's Zoning Map. No development is proposed for this request for a land use designation change. L: a� Agenda Item : The project site consists of 500 developed single-family detached residential lots located on approximately 177 acres. The proposed annexation is generally located in the Canyon Country area north of Soledad Canyon Road and the Antelope Valley Freeway along the easterly boundary of the City of Santa Clarita in the unincorporated area of the County of Los Angeles known as the Stonecrest subdivision. The requested General Plan Amendment and Prezone would bring the existing Stonecrest subdivision into compliance with the City's development standards. No development is proposed with this land use designation change. Because the project site has been developed, the RS land use designation would not encourage or permit further subdivision. General Plan The proposed Stonecrest Annexation is located in the unincorporated area of the County of Los Angeles. The existing County of Los Angeles Santa Clarita Areawide General Plan land use designations for the project area are Ul (Urban 1, 1.1 to 3.3 DU/Ac.) and HM (Hillside Management). The existing County zoning designation is R-1-5000 (Single -Family Residence -5000 square feet minimum lot size). The surrounding land use designations for the site include incorporated City of Santa Clarita land developed as detached single-family homes to the west, Soledad Canyon Road and unincorporated vacant land to the south, undeveloped unincorporated land is located to the north and east of the Stonecrest Annexation area. ALTERNATIVE ACTIONS 1. Council may choose not to adopt Resolution and Ordinance and not pass to second reading on February 26, 2002. 2. Other direction as determined by the City Council. FISCAL IMPACT With the proposed land use designation changes, no fiscal impact is anticipated.
