SUBJECT: STORM DRAIN TRANSFERS - PROJECT NO. M0032
REQUEST FOR PROFESSIONAL SERVICES

RECOMMENDED ACTION
City Council authorize the City Manager or designee to enter into contracts not to exceed
$200,000 each with Aquatics Consulting Services, Inc., Ampak Engineering, Inc., and Doty
Bros. Equipment Co. for professional services required in support of storm drain transfers
to the Los Angeles County Flood Control District, subject to City Attorney approval.
BACKGROUND
As many as 200 storm drains in the City await transfer to the Los Angeles County Flood
Control District (LACFCD) with many of these drains having fallen into various states of
disrepair. The City's position is that the developers originally conditioned to construct
these drains retain responsibility for them until they are transferred to the LACFCD. The
City has, however, also determined that it is in the public's interest that these drains be
repaired and transferred to the LACFCD as quickly as possible.
Project No. M0032 was established to support this transfer of outstanding storm drains to
the LACFCD, and developers that are interested in participating must contribute toward
the costs of the project. In return, the City provides a number of services necessary to
support the storm drain transfer to the LACFCD. The services of specialty firms are
required to support this project, and staff recommends that Aquatic Consulting Services,
Inc., Ampak Engineering, Inc., and Doty Bros. Equipment Co. be retained for
environmental permitting, engineering and surveying, and storm drain inspection services
(respectively) for this purpose.
The City's Purchasing Policy requires City Council's authorization for Professional Services
expenditures in excess of $50,000. Although each of the firm's expenditures for a single
drain are not expected to exceed the $50,000 limit, the sum total of each of the firm's
expenditures for all drains combined is expected to exceed this threshold. It is for this
reason that City Council's authorization is being requested.

FISCAL IMPACT
Account No. M0032456-8001 has $332,160 currently budgeted for this project. In addition,
a request for a budget increase of $358,946 will be brought forward for City Council's
consideration as part of the Fiscal Year 2002/03 midyear budget process. The proposed
budget increase will appropriate restricted funds that have been received this year from
developers and are targeted specifically for this project.
