SUBJECT: TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD
CONTROL DISTRICT (LACFCD) — CITY CAPITAL PROJECT —
MISCELLANEOUS TRANSFER DRAIN (MTD) NO. 1603

RECOMMENDED ACTION
City Council adopt a resolution for the transfer and conveyance of the storm drain
improvements for City Capital Project, Miscellaneous Transfer Drain (MTD) No. 1603, to
Los Angeles County Flood Control District (LACFCD); direct staff to transmit a copy of this
report indicating the date and action taken, and three certified copies of the adopted resolution
to the Building & Safety/Land Development Division at the Los Angeles County Department
of Public Works.
BACKGROUND
The construction, final inspection, and final Notice of Completion for Miscellaneous Transfer
Drain No. 1603 have been completed. The project is located within Everett Drive in the
Newhall area (see attached Exhibit "A" showing the location of the improvements). A detailed
description of the facilities is depicted on Los Angeles County Flood Control District Drawing
Nos. 337-F200.1 through 337-F200.4, on file with the Director of Los Angeles County
Department of Public Works. The City, as a capital project, constructed the storm drain in
order to improve the storm water runoff in the area.
The City and County entered into an agreement on March 14, 1989, recorded as Document
No. 89-1346418, which provides for the transfer of storm drains. The City Council must
approve a resolution authorizing the transfer to complete the process. The transfer is then
accepted and approved by the Board of Supervisors for LACFCD, who operates and maintains
the storm drains for public use.

FISCAL IMPACT
The City incurs a long-term fiscal benefit through transferring the maintenance responsibilities
for this storm drain to LACFCD.
