SUBJECT: PROPOSED LOCAL STUDENT FARE ADJUSTMENT FOR SANTA
CLARITA TRANSIT
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council conduct a public hearing, receive testimony, and approve a fare adjustment for
student fares for local transit service to be implemented on June 30, 2002.
BACKGROUND
At the City Council meeting of March 26, 2002, the City Council opened the public hearing
regarding this issue and continued this item to this City Council meeting of April 23, 2002. In
1997, the City of Santa Clarita and the Hart School District entered into a Memorandum of
Understanding (MOU) to jointly plan school transportation services and maintain consistent
fares. The goal of the MOU, and the consistent fare component in particular, was to make the
most efficient use of each agency's resources and to balance passenger loads between both
services.
Prior to the 1997/98 school year, it was common for a transit bus to be operating at 150 percent
to 200 percent capacity, while a parallel school bus would be operating at only 25 percent
capacity because transit fares were lower. The California Highway Patrol had put the City on
notice that buses were operating in an unsafe manner due to overcrowding. Since this MOU
has taken effect, and both transit and school bus fares have been consistent, most of these
imbalances have disappeared.
Consistent with the terms of this MOU, on April 10, 2001, the City Council approved the first
of two planned general fare adjustments for Santa Clarita Transit. At that meeting, the City
Council took action to adjust student fares for local service by an additional $0.25 (to $0.75),
and adjust student monthly passes for local service by an additional $5.00 (to $20.00). This
action was taken to keep Santa Clarita Transit's student fares consistent with the Hart School
District's school transportation fee.
At the April 10, 2001 meeting, it was staffs recommendation to the City Council to approve the
first adjustment and consider the second fare adjustment one year later. At this time, staff is
recommending that the City Council consider approval of the second phase of the student fare
schedule adjustment to again maintain consistency between Santa Clarita Transit and the Hart
School District's school transportation fee.

The proposal before the City Council would adjust fares for local service by an additional $.25
(to $1.00) and student monthly passes for local service by $5.00 (to $25.00). If approved, these
adjustments would become effective on June 30, 2002. The Hart School District Board has
already taken similar action and has approved an increase to the school transportation fee to
$125.00 per semester (equivalent to $25.00 per month) for the 2002/03 school year.

FISCAL IMPACT
Staff anticipates that this adjustment to the student fare schedule will result in a net increase
of $197,000.00 in Fiscal Year 2002/03. It is important for the City Council to note that even
with the proposed fare adjustment in place, Santa Clarita Transit's student fares will still be
lower than most student fares charged throughout Southern California (see attachment for
sample comparisons).
