SUBJECT: SUPPORT FOR LOS ANGELES COUNTY MEASURE C
DEPARTMENT: City Manager
RECOMMENDED ACTION
City Council adopt a resolution supporting the local Los Angeles County Measure C, the
Proposed Charter Amendment for Sheriffs Department restructuring, and direct a letter of
support to Sheriff Lee Baca.
BACKGROUND
Proposition C is a Los Angeles County Charter Amendment placed on the March 5, 2002
ballot by a unanimous vote of the Board of Supervisors. If passed, it will expand the
current command structure of the Los Angeles County Sheriffs Department.
Proposition C will allow the Sheriffs Department to increase the number of Assistant
Sheriffs from 2 to 3, and increase the number of Division Chiefs from 8 to 12. Two of these
positions will allow for the recruitment of Division Chiefs with special skills in systems and
technology that are currently not available to the Sheriffs Department. It will cost an
estimated $500,000 annually, however these funds are available through existing funds in
the Sheriffs Department budget.
The Los Angeles County Charter was last amended in the 1960's and since then the
County's population has increased from 5.8 to 9.8 million. In 1967, the Department had
6,024 total personnel compared to nearly 16,000 today. The number of cities the
Department patrols has increased from 23 to 41, including the City of Santa Clarita, and
the number of jail facilities has grown from 7 to 10 with over 10,000 additional inmates.
Local and national security concerns have grown understandably in the past months. The
Los Angeles County Sheriffs Department takes these concerns very seriously, as it is their
duty to protect and serve the cities to which they are assigned. As one of those cities, Santa
Clarita's support of their efforts to maximize and streamline management potential in an
effort to better serve Santa Clarita is in the best interests of the Department and the local
community.
