SUBJECT: REVISED STANDARD URBAN STORMWATER MITIGATION PLAN
(SUSMP) IMPLEMENTING ORDINANCE

RECOMMENDED ACTION
City Council introduce and pass to second reading an ordinance entitled: "An Ordinance Of The City
Council Of The City Of Santa Clarita, California, Implementing The Standard Urban Storm Water
Mitigation Plan Of The California Regional Water Quality Control Board For The Los Angeles Region
By Amending Chapter 90 Of Title 17 Of The Santa Clarita Municipal Code By Replacing It hi Its
Entirety With New Chapter 90, "Standard Urban Storm Water Mitigation Plan Implementation"
BACKGROUND
On December 13, 2001, the Regional Water Quality Control Board adopted a new five-year NPDES
Permit for storm water discharges from the City's storm drain system. Changes were made in the new
permit to the section that affects the Standard Urban Storm Water Mitigation Plan (SUSMP) program.
This ordinance updates the City's Municipal Code to reflect those required changes.
The purpose of the action before the Council is to introduce tonight and ultimately adopt the revised
SUSMP implementing ordinance so that it is consistent with the new NPDES permit. The second reading
of this ordinance is scheduled for August 27, 2002.
The City is required by the NPDES Permit to give legal effect to the SUSMP changes contained in the
NPDES Permit by adoption of an ordinance to take effect not later than September 2, 2002. The major
changes include:
Environmental Sensitive Area (ESA),
• The City must require a SUSMP from developers for all projects located in or directly
adjacent to or discharging directly to an ESA, where the development will:
• Discharge storm water and urban runoff that is likely to impact a sensitive biological
species or habitat
• Create 2,500 square feet or more of impervious surface area
2. Hillside single-family dwelling
• The new NPDES Permit requires a developer of a single-family hillside home on less than an
acre to:
• Provide storm drain system stenciling and signage
• Divert roof runoff to vegetated areas before discharge unless the diversion would result in
slope instability 40

Adding Industrial Definition to Commercial Development
• The industrial category addition requires revised definitions for commercial developments
and may require additional plan reviews for developments that fall under this definition.
These definitions have been included in the attached revised ordinance.
4. Site specific plans.
• The City is required by the NPDES Permit to ensure developments implement a site-specific
plan to mitigate post -development storm water for new development and redevelopment not
requiring a SUSMP but which may potentially have adverse impacts on post -development
storm water quality, where one or more of the following project characteristics exist:
• Vehicle or equipment fueling areas, equipment maintenance areas, including washing and
repair
• Commercial or industrial waste handling or storage
• Outdoor handling or storage of hazardous materials
• Outdoor manufacturing areas, food handling or processing
• Outdoor animal care, confinement, or slaughter
• Outdoor horticulture activities
ALTERNATIVE ACTIONS
No alternatives have been identified because state and federal laws require the City to take this action.
FISCAL IMPACT
The implementation of these regulatory requirements will increase the cost to the City and property
owners for plan review services, permitting and inspection. The costs incurred by the City are eligible for
reimbursement through developer fees. These and other development related NPDES Permit compliance
costs have been included in the recently revised fee study.

introduced an Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, IMPLEMENTING THE STANDARD URBAN STORM WATER
MITIGATION PLAN OF THE CALIFORNIA REGIONAL WATER QUALITY
CONTROL BOARD FOR THE LOS ANGELES REGION BY AMENDING CHAPTER
90 OF TITLE 17 OF THE SANTA CLARITA MUNICIPAL CODE BY REPLACING IT
IN ITS ENTIRETY WITH NEW CHAPTER 90, "STANDARD URBAN STORM WATER
MITIGATION PLAN IMPLEMENTATION."
A certified copy of the complete text of the ordinance is posted and may be read in the City
Clerk's Office, 23920 Valencia Boulevard, Suite 304, Santa Clarita, and/or a copy may be
obtained from that office.
