HomeMy WebLinkAbout2002-02-26 - AGENDA REPORTS - TELECOMMUNICATIONS FACILITY (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: Vince Bertoni CONTINUED PUBLIC HEARING DATE: February 26, 2002 SUBJECT: AN APPEAL OF THE PLANNING COMMISSION DECISION OF DENIAL FOR MASTER CASE 01-046, AND CONDITIONAL USE PERMIT 01-002 TO ALLOW FOR THE CONSTRUCTION OF A TELECOMMUNICATIONS FACILITY. DEPARTMENT: Planning and Building Services City Council conduct a public hearing and adopt a resolution upholding the Planning Commission decision to deny Master Case 01-046, and Conditional Use Permit 01-002 to allow for the construction of a telecommunications facility. BACKGROUND On February 9, 2001, an application for a conditional use permit was filed with the Planning and Building Services Department. This application was a request to allow for the construction of a 58'-0" telecommunications facility with the pine tree design in the Industrial (I) zone at 25333 San Fernando Road, in the City of Santa Clarita. On October 2, 2001, the Planning Commission denied the applicant's request without prejudice, and on October 9, 2001 the applicant appealed the decision to the City Council on January 8, 2002, hearing. At that hearing, the City Council heard the applicant's appeal and recommended that staff work with the applicant to redesign the proposed facility and return to the Council on February 26, 2002. PROJECT DESCRIPTION On January 17, 2002, staff met with the applicant to discuss possible alternatives to the facility as it was directed at the January 8, 2002 City Council Meeting. On January 31, 2002, staff received a revised proposal for the telecommunications facility. The new proposal would construct a 50'-0" high facility adjacent to the southern -most storage building that currently exists on the project site. The 6z_L� Agenda Item:, applicant would attempt to screen the proposed facility by attaching a tower element to the building that would surround the proposed antennas and mono- pole. The tower element would be attached to the existing building, constructed of similar materials and painted to match the existing building. However, staff still has concerns that the proposed structure will still be highly visible and will not be consistent with the existing design of the proposed facility. Constructed at 50'-0°, the proposed facility would be approximately 25 feet taller than the structures on-site and would therefore be inconsistent with the architecture on site. Council had directed staff to work with the applicant to mitigate potential impacts associated with this project. As it is proposed, staff believes that the new tower will still be highly visible to the surrounding residents, pedestrians on the South Fork Trail, as well as to the traffic on San Fernando Road and the WileyCanyon/Via Princessa Bridge. Staff does not believe that this alternative has sufficiently addressed the concerns brought up at the January 8, 2002, Council Meeting. Alternatives The applicant has stated that they had looked at six (6) alternative sites and were unable to find a feasible location that would meet their needs. In addition, the Newhall Elementary School District was contacted regarding the existing pylon at their maintenance yard on Placerita Canyon Road and was not interested in having telecommunications facilities on their property at this time. Staff believes that the applicant should continue to explore more sites and/or other possible designs that may lower the height of the proposed facility. FISCAL IMPACT No fiscal impact is anticipated at this time ALTERNATIVE ACTION 1. Approve the applicant's revised proposal. 2. Direct the applicant to continue to redesign the project with staff. 3. The project located in the Industrial (I) Zone at 25333 San Fernando Road (Keep It Self -Storage). The applicant's proposal would include the co -location of 2 telecommunications carriers (Nextel and Verizon) on a 58'-0" high standard. A conditional use permit is required to exceed the 35'-0" high limit Industrial zone to February 26, 2002.
