SUBJECT: AMEND SELF STORAGE FACILITY REQUIREMENTS AND SIGN
REGULATIONS IN TITLE 17 "ZONING" OF THE UNIFIED
DEVELOPMENT CODE (UDC)

RECOMMENDED ACTION
Conduct a public hearing, adopt a resolution approving a negative declaration and
introduce and pass to a second reading on September 24, 2002, an ordinance entitled:
Amend Title 17 Zoning of the Unified Development Code.
BACKGROUND
At its June 11, 2002 meeting, the City Council directed staff to prepare revisions to the
City's Unified Development Code (UDC) to make self -storage facilities less visible along
major thoroughfares in the City. In addition, several issues have recently surfaced in the
course of implementing the sign ordinance amortization that result in the proposed
amendments to the sign regulations of the UDC.
On August 20, 2002, the Planning Commission held a public hearing regarding Master
Case 02-258, a request to amend various sections of the Unified Development Code. The
Planning Commission voted unanimously to recommend approval to the City Council.
ANALYSIS
This project contains changes to the UDC amending portions of Title 17, which include sign
regulations, the permitted use chart and specific development requirements. The following
sections are a synopsis of the proposed UDC items to be amended.
Section 17.13.070.1 "Self storage, public storage, warehouses" would be modified to prohibit
these uses in the Community Commercial zone, where they were previously allowed with
the approval of a minor use permit, and require a conditional use permit in the Business
Park, Industrial Commercial and Industrial zones, where they were previously either
permitted by right or allowed with the approval of a minor use permit. Self -storage
facilities are prohibited in all other zoning districts. The intent of this change is to limit the
visibility of self -storage facilities along primary and secondary thoroughfares.

Section 17.13.070.3 "Outdoor storage, building materials and lumber storage yards, and/or
contractor yards" would be modified to limit the outdoor stacking height to a maximum of
ten (10) feet. Since this is a storage -related use, staff included this change to address an
emerging issue.
Section 17.17.040.K. "Self -storage facilities" would be modified to require extensive
landscaping, before and after photo simulations of the project, and allow additional height
for architectural features having no storage capacity. These changes are intended to
aesthetically enhance these facilities.
Section 17.19.020.E "Permanent memorial or historic signs, plaques or markers" would be
modified to eliminate permanent memorial signs. Memorial sign would become subject to
the sign ordinance. The other uses in this section will remain exempt.
Section 17.19.110.A.2. "Pylon Signs" would be modified to clarify the intent of this section is
to eliminate nonconforming pylon signs.
Section 17.19.150 "Temporary Real Estate Signs" would be modified to clarify that
additional sign area is available if a sign is two-sided. Currently, the sign regulations do
not identify what circumstance need to be present to allow for additional sign area.
Section 17.19.180.F. "Freestanding pylon signs -freeway and/or Automotive oriented" would
be modified to permit a height of less than thirty-five (35) feet without the approval of a
conditional use permit. This will provide consistency with other structures thirty-five (35)
feet in height or above, as established in the Unified Development Code. Additionally,
criteria regulating this type of signage would be established.
ALTERNATIVE ACTIONS
1. Council may choose not to adopt the proposed resolution and not introduce the
proposed ordinance.
Other direction as determined by the City Council.
FISCAL IMPACT
No fiscal impacts are anticipated with this proposal.

PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita to consider
the intention of the City Council of the City of Santa Clarita to amend various sections of the
Unified Development Code (UDC).
A Draft Negative Declaration has been prepared for this proposed project and has been
available for public review since 12:00 p.m. on July 31, 2002 at City Hall, Planning & Building
Services Department, 23920 Valencia Boulevard, Suite 302,Santa Clarita, CA 91355.
The hearing will be held by the Santa Clarita City Council in the City Hall Council Chambers,
23920 Valencia Boulevard, 1st floor, on the 10th day of September, 2002, at or after 6:00 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter
at that time. Further information may be obtained by contacting the Planning Division, Kelvin

Clarita, CA, 91355.
If you wish to challenge this action in court, you may be limited to raising only those issues you
or someone else raised at the public hearing described in this notice, or in written
