SUBJECT: TOURNEY ROAD — ESTABLISHING A NO -STOPPING ZONE
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council adopt a resolution establishing a no -stopping zone along the west side of
Tourney Road, extending 300 feet north of the north driveway of the U.S. Borax facility.
BACKGROUND
On August 21, 2002, the City of Santa Clarita's Traffic Engineering Section received a
letter from Mark Reece, Manager of Operations of the U.S. Borax Valencia facility,
requesting a parking restriction along the west side of Tourney Road, north of the facility's
north driveway (see Exhibit "X).
The section of Tourney Road where the U.S. Borax facility is located is a two-lane roadway
with a 45 -mph speed limit and extends from Valencia Boulevard to Magic Mountain
Parkway. The curvature of this roadway tends to limit sight visibility for both southbound
traffic and drivers exiting from the north driveway of the U.S. Borax facility. In order to
minimize traffic conflicts and improve sight visibility, the removal of approximately
300 feet of parking along the west side of Tourney Road north of the north driveway of the
U.S. Borax facility is recommended.
The U.S. Borax facility has adequate on-site parking for staff and visitors; therefore,
removing 300 feet of parking adjacent to this facility would have no adverse effect on
parking demand in this area.
ALTERNATIVE ACTIONS
1. Keep existing situation as is.
2. Other action as determined by the City Council.

FISCAL IMPACT
The work involves the installation of four signs, amounting to approximately $400.00.
Funds are available in the Field Services Striping and Signing Maintenance account for
this work.

RE: Parking Restriction Request
Tourney Road — North of the U.S. Borax Facility
Dear Ms. Awad:
T would like to thank you and the City Traffic Engineering Department for your recent efforts to investigate
our report of a dangerous traffic safety issue on Tourney Rd. near our facility. The issue is serious for us;
and in fact, we have had several near misses reported by employees trying to exit our facility onto Tourney
Rd.
The problem appears to be due to a combination of factors. First, parked vehicles obstruct visibility for our
exiting drivers. Second, the gentle curvature of the road itself tends to "hide" southbound cars from our
drivers. Third, southbound drivers do not see our driveway or the exiting driveway traffic very well due to
parked cars. Fourth, high speeds for southbound traffic reduces everyone's reaction time and distances.
I understand from our phone conversation that the corrective measure appropriate for our situation is to
create a lengthy (--220 ft.) "No Parking" zone on the west side of Tourney Rd. to the north of our driveway.
I also understand that the corrective measure needs to be formalized by the Traffic Engineering Department
and then considered and approved by the City Council.
I am hereby requesting that you pursue the matter with the Council as soon as possible.
If there is any other information I can provide, please contact me. If necessary, I will appear before the
Council on this matter. Thank you in advance for your continuing efforts.
