ANNUAL "CLEAN-UP" OF TITLE 16 "SUBDIVISIONS" AND TITLE
17 "ZONING" OF THE UNIFIED DEVELOPMENT CODE (UDC)

RECOMMENDED ACTION
City Council open the public hearing, receive staffs presentation, receive public testimony,
close the public hearing, discuss and adopt a resolution to adopt the negative declaration,
introduce an ordinance, and pass to second reading on April 23, 2002.
BACKGROUND
On December 4, 2001, the Planning Commission continued this item to the meeting on
January 15, 2002. On January 15, 2002, staff requested a continuance until February 19,
2002. On February 19, 2002, staff requested a continuance until the March 5, 2002
Planning Commission meeting to allow staff additional time to receive comments from the
local chapter of the Building Industry Association.
On March 5, 2002, the Planning Commission held a public hearing regarding Master Case
01-289, a request to modify various sections of the Unified Development Code. The
Planning Commission voted unanimously to recommend approval to the City Council.
ANALYSIS
Planning staff periodically reviews the Unified Development Code regarding issues and
new regulations that arise. Planning staff coordinated with other departments and
divisions, including Code Enforcement, Parks and Recreation, Building and Safety and
Engineering to collect the proposed changes identified on Exhibit A. The Ordinance
contains changes to the UDC amending portions of Title 16 and Title 17, which include the
Subdivision, Administration and _ Zoning sections of the code. Specifically, significant
changes were made to the Wireless Telecommunication Facilities and Hillside development
sections. The amendments to the Unified Development Code also include new regulations
based on comments that Planning staff has received from the public, Planning Commission
and City Council.

The sections which have proposed modifications (Exhibit A and B) are: Administration,
Permits, Definitions, Permitted Use Charts, Property Development Standards, Special
Zones and Standards, Parking Standards, Wireless Telecommunication and Hillside
Development Standards.
Section 16.21.190 would be modified to include letter K and letter L. The addition of letter
K. provides written documentation that major bridge and thoroughfare fees are required for
any building or structure utilized on a parcel of land within the City of Santa Clarita.
Additionally, letter L. offers an exemption for the alteration or enlargement of existing
buildings and structures and the construction of accessory buildings or structures.
Section 17.03.040.0 would be amended to clarify that hearings and notifications requests
will include a five -hundred (500) foot radius around the subject property for minor use
permits, oak tree permits and hillside reviews. In addition, the notification requirement for
minor use permits for alcohol service will be extended to five hundred (500) feet.
Section 17.03.040.C.2. would be modified to include a written statement stating that uses
located in commercial shopping centers shall notify all tenants within that shopping center
in addition to the required five -hundred (500) foot radius around the subject property.
Section 17.13.030 will have new categories for wireless telecommunication facilities flush
mounted, wireless communication facilities co -located, banquet facilities with alcohol and
banquet facilities with entertainment. Wireless telecommunication facilities and wireless
communication facilities co -located will be allowed in residential zones with the approval of
a conditional use permit and with the approval of a minor use permit in all commercial and
industrial zones. Banquet facilities with alcohol and banquet facilities with entertainment
will be prohibited in residential zones and allowed in commercial and industrial zones with
the approval of a conditional use permit.
Section 17.17.040.N. would be changed to add incentives for co -location, flush mounting and
stealthing of wireless communication facilities. Monopoles, monopines, monopalms and
other similar facilities would be discouraged. The submittal requirements for wireless
communication facilities would be amended to include the submission of a master plan of
future build -out for applicants.
Section 17.18.080 would include diagrams to illustrate the parking dimensions of handicap
parking spaces.
Section 17.80.040.E. would establish a definition of innovative development to offer a
framework to reference for future innovative applications for significant ridgelines. The
proposed definition requires benefits to the residents of Santa Clarita on a Community wide
basis and requires applicants to exceed the minimum standards established in the existing
Hillside Development Guidelines.
Section 17.80.040.E.1. would amend the findings for innovative applications for significant
ridgelines thereby making them stronger.
Section 17.80.040.6.1. would be amended to allow the Planning Commission to grant
density of up to 70% of the mid point density established in the General Plan for innovative
applications for significant ridgelines.
ALTERNATIVE ACTIONS
1. Council may choose not to adopt the proposed resolution and not introduce the
proposed ordinance.
2. Other direction as determined by the City Council.
FISCAL IMPACT
No fiscal impacts are anticipated with this proposal.

PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita to consider
the intention of the City Council of the City of Santa Clarita to amend various sections of the
Unified Development Code (UDC).
A Draft Negative Declaration has been prepared for this proposed project and has been
available for public review since 12:00 p.m. on November 2, 2001 at City Hall, Planning &
Building Services Department, 23920 Valencia Boulevard, Suite 302,Santa Clarita, CA 91355.
The hearing will be held by the Santa Clarita City Council in the City Hall Council Chambers,
23920 Valencia Boulevard, 1st floor, on the 26th day of March, 2002, at or after 6:00 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter
at that time. Further information may be obtained by contacting the Planning Division, Kelvin
