SUBJECT: AMEND THE SIGN REGULATIONS IN TITLE 17 "ZONING" OF
THE UNIFIED DEVELOPMENT CODE (UDC)
DEPARTMENT: Planning and Building Services
RECOMMENDED ACTION
City Council introduce and pass to second reading an ordinance entitled "Amendment to
Title 17 Zoning of the Unified Development Code".
BACKGROUND
On September 10, 2002, the City Council held a public hearing regarding amendments to
the Unified Development Code (UDC) regarding storage facilities and signs. At that
meeting, the Council conducted the first reading of an ordinance to amend the regulations
UDC and voted unanimously to pass the ordinance to a second reading scheduled for the
September 24, 2002, Council meeting.
On September 24, 2002, the City Council received testimony from owners of storage
facilities regarding their concerns with the provisions of the new ordinance. The Council
continued this item to the October 8, 2002, meeting to allow staff time to meet with storage
facility owners within the City of Santa Clarita. At the October 81h meeting, the Council
appointed a subcommittee consisting of Councilmembers Kellar and Weste to work with
three representatives of the storage facility owners and staff to modify the proposed
amendments to the UDC regarding storage facilities. The Council did not take action on
that portion of the UDC amendments. The Council also directed staff to return to the
October 22, 2002, meeting in order to conduct first reading of an ordinance amending the
sign regulations of the UDC.
The California Business and Professions Code Section 5491.1(a) states that any City or
County amending any ordinance or regulation that regulates or prohibits the use of any on -
premises advertising display that is more restrictive than existing law, shall include
provisions in that ordinance or regulation for the identification and inventorying of all
displays within its territorial limits that are determined to be illegal or abandoned
pursuant to the law that is in effect prior to the adoption of, or amendment to, the

ordinance or regulation. However, the California Business and Professions Code Section
5491.1(d) states that an identification and inventory is not required if a City required or
County has undertaken and completed an identification and inventory of illegal or
abandoned displays not more than three years prior to the date on which the ordinance or
regulation described in subdivision (a) is adopted or amended. Since the City of Santa
Clarita completed a sign inventory on November 19, 1999, the provisions of the California
Business and Professions Code Section 5491.1 requiring a sign inventory have been
satisfied and no new sign inventory is required by State law.
ALTERNATIVE ACTIONS
1. City Council not introduce ordinance on first reading thereby not amending the sign
regulations of the Unified Development Code.
2. Other action as determined by the City Council.
FISCAL IMPACT
No fiscal impacts to the City's budget are anticipated as a result of these amendments.

ADOPTING AMENDMENTS TO THE UNIFIED DEVELOPMENT CODE (UDC)
REGARDING SIGNS
A certified copy of the complete text of the ordinance is posted and may be read in the City
Clerk's Office, 23920 Valencia Boulevard, Suite 304, Santa Clarita, and/or a copy may be
obtained from that office.
