SUBJECT: UNIVERSAL FARE SYSTEM

RECOMMENDED ACTION
City Council authorize the City Manager or designee to negotiate and execute a contract with
Cubic Transportation Systems, Inc., subject to City Attorney approval.
BACKGROUND
The Los Angeles County Metropolitan Transportation Authority (LACMTA) has established
the Universal Fare System (UFS) as the regional transit fare arrangement for Los Angeles
County. The UFS program utilizes "Smart Card Technology" as the fare media. Participants
in the UFS program include LACMTA and 11 other Los Angeles County Municipal Transit
Operators including Santa Clarita Transit.
Smart Cards work like the "Mobil Speedpass." Customers can store a cash value on the Smart
Card. Appropriate fares will be deducted from the card by the validating bus farebox, leaving
a remaining value in the card. In addition, there is no need for exact change or frequent
standing in line to purchase tickets. Smart Cards also allow for collection of more detailed
ridership data for use in route planning and travel time studies, as well as development of a
seamless regional transit system.
This contract will provide a new fare collection system which includes fareboxes, ticket -
processing units, central data collection system, and all related software. Finally, this contract
will establish Santa Clarita Transit as part of a countywide transit system.

FISCAL IMPACT
The total project costs are $1,418,517. Los Angeles County Metropolitan Transportation
Authority (LACMTA) will provide funding in the amount of $1,042,509, providing for 73
percent of the total costs. Santa Clarita Transit will be required to fund the remaining
$376,008, or 27 percent of the total project cost in Fiscal Year 2005. That amount has been
identified and programmed in the Transit fund forecast.
