SUBJECT: ACCEPTANCE OF USED OIL GRANT FUNDS FROM THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
DEPARTMENT: Planning and Building Services
City Council accept grant funds provided by the California Integrated Waste Management
Board, increase estimated revenues in account number 001-5105 by $47,816.00 and
appropriate $47,816.00 to account number 3812-8001.
BACKGROUND
The California Integrated Waste Management Board (CIWMB) provides annual grants to
cities and counties for establishing local collection programs that encourage the recycling of
used oil. The CIWMB calculates the amount of grant funds awarded to cities on a per
capita basis. This year the City was awarded $47,816.00 for use in used oil recycling
programs. The funds are to be used for funding the collection of used oil through the City's
door-to-door household hazardous waste collection program. Through the program
Curbside, Inc. provides door-to-door collection of used oil. Curbside collects the materials
free of charge to the residents and charges the City $60.00 in grant funds per collection. As
an in-kind service Curbside will also collect antifreeze, batteries, and paint while collecting
the used oil. Curbside charges the City an additional fee for oil-based paints and
miscellaneous household hazardous wastes due to the increased difficulty of recycling or
disposing of the materials.
Historically, the City has been receiving Used Oil Grant funds from the CIWMB since 1993.
Through the CIWMB's program the City has received a total of $354,184.00 in Used Oil
Grant funds. All Used Oil Grant funds have been used for funding the City's door-to-door
used oil collection program.
The CIWMB provides 90% ($43,034.40) of the grant funds once the application has been
approved and processed. Upon completion of the program and submittal of the final Used
Oil Recycling Grant Report the CIWMB will submit the final 10% ($4,781.60) of the grant.

FISCAL IMPACT
The CIWMB grant will provide the City with $47,816.00 for use in the City's door-to-door
used oil collection program for appropriation to account number 3812-8001. The CIWMB
grant does not require matching funds.
