SUBJECT: APPROPRIATE FUNDS FOR VALENCIA BRIDGE AND
THOROUGHFARE DISTRICT REIMBURSEMENT
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
City Council appropriate $1,568,742 to Account No. 4364-8001 from the Valencia Bridge and
Thoroughfare District fund for payment to the County of Los Angeles for reimbursement to
Newhall Land for work to complete public improvement projects within the District.
BACKGROUND
The Valencia Bridge and Thoroughfare District (District) was formed to provide funding for the
construction of road improvements that are a part of the General Plan's Circulation Element
and identified in the District formation document. The District includes territory within the
City and Los Angeles County. The District was adopted and amended by the City Council on
January 12, 1999, and September 28, 1999, respectively, and approved by the County
Board of Supervisors on July 27, 1999.
The formation documents of the District include provisions obligating the City to provide
reimbursement or credit for the costs incurred to construct the District's identified
improvements.
The Los Angeles County Department of Public Works has requested that the City transfer
funds to Los Angeles County (County) for reimbursement to Newhall Land for the cost of work
to complete District roadway improvements within the City. This request is for reimbursement
for the costs of constructing roadway improvements on Magic Mountain Parkway from
Interstate 5 (I-5) to Tourney Road, and for a payment made to the County for a share of the cost
for the District work on the Magic Mountain Parkway/I-5 interchange. The work has been
completed and the payment has been made. Both the work completed on Magic Mountain
Parkway and the interchange qualify as District improvements. The attached letters from the
County to the City, dated November 29, 2001 and February 13, 2002, attest to the fact that the
supporting documentation has been reviewed and that Newhall Land is entitled to over
$1.5 million for the work.

The current balance of the District's account is approximately $12,339,782. After this
reimbursement, the District will retain a balance of $10,771,040. This amount is sufficient for
the anticipated future needs of the District's funds.

FISCAL IMPACT
The District has a current balance of approximately $12,339,782. The payment to the County
of $1,568,742 will leave a remaining balance of $10,771,040.

VALENCIA BRIDGE AND MAJOR THOROUGHFARE DISTRICT -
REQUEST CASH REIMBURSEMENT FOR DISTRICT PROJECTS
We received a request for cash reimbursement (copy enclosed) from Newhall Land
Company (NLC) for work completed for the following Valencia Bridge and Throughfare
(B&T) District project:
1. Magic Mountain Parkway from Interstate 5 to Tourney Road (Quick Fix IIB).
2. The Magic Mountain Parkway and Interstate 5 interchange (34 percent share of
the cost with the Magic Mountain (Westside) District.
We reviewed their supporting documentation and agreed that NLC is entitled to a total of
$1,568,742 for the work completed. The cost breakdowns of the projects are shown on
the enclosure and are in line with the Valencia District Report project cost estimates.
Currently, the County does not have adequate funds in the Valencia B&T District Fund to
reimburse NLC the full amount requested. Furthermore, since the projects are located
within the jurisdiction of the City of Santa Clarita (Valencia District share of Item 2 can be
considered to be City), we request that your City reimburse the aforementioned amount of
$1,568,742 to NLC from the City's Valencia B&T District Fund,

In our November 29, 2001, letter (copy enclosed), we requested that you reimburse
Newhall Land Company (NLC) in the amount of $1,568,742 for work completed on the
following Valencia Bridge and Thoroughfare (B&T) District projects:
1. Magic Mountain Parkway from Interstate 5 to Tourney Road (Quick Fix IIB).
2. The Magic Mountain Parkway and Interstate 5 interchange (34 percent share of
the cost with the Magic Mountain (Westside) District.
Since we worked with NLC on the projects, it was mutually agreed during recent
conversations between our staffs that the City would transfer the funds to the County and
we would reimburse NLC. Therefore, please send $1,568,742 from your City's Valencia
B&T Fund Account to the County for deposit in our Valencia B&T Fund Account (V51).
Upon receipt of the funds, we will reimburse NLC from that account.
