S2003 — PROJECT ACCEPTANCE DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION 1. City Council accept the work performed by Tyner Paving Company, Inc. on the Valley Street/Calgrove Boulevard Closure Improvements, Project No. S2003; direct the City Clerk to file the attached Notice of Completion; and direct staff to release the five percent retention 35 days after the Notice of Completion is recorded provided no stop notices, as provided by law, have been filed; 2. Establish Parks and Recreation CIP Account No. P2005001; 3. Transfer savings, estimated to be approximately $107,000.00, from the Valley/Calgrove project into Parks and Recreation CIP Account No. P2005001; and 4. Direct Parks and Recreation staff to work with the Valley/Calgrove neighborhoods to scope out improvements for the gate -enclosed area. On February 26, 2002, the City Council awarded a contract for the Valley Street/Calgrove Boulevard Closure Improvements to Tyner Paving Company, Inc. This project implemented two automatic rolling gates to permanently restrict vehicular access through the project site. Emergency services vehicles are able to open and close the gates to respond to incidents in the surrounding area. On several occasions the Fire Department has needed to respond to brush fires and was able to conveniently utilize the new gates. This project was completed to the satisfaction of the City Engineer on May 30, 2002. It was finished under budget, but was delayed due to several occurrences of vandalism. The City Council directed staff to address the vandalism and the possibility of further damage to the newly constructed closure devices. Staff identified a number of measures to address the concerns, including assistance from the Sheriffs Department. The Community Interaction Team (CIT) walked the neighborhoods and discussed the issues with citizens. No further incidents have been recorded since the Deputy's CIT was activated. These include: new roadway striping to further illustrate the changes in traffic patterns on Calgrove Boulevard; construction of a new streetlight to brighten the Valley Street cul-de-sac; and the installation of a basic digital recording camera system. Staff believes that the above measures, combined with ongoing assistance from the Sheriffs Department, should be sufficient to secure the area. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The total cost for the design and construction of the project is $117,980.00. The total budget of $224,980.00 from the General Fund was allocated in the budget for Fiscal Year 2001/02. The remaining funds, in an amount of approximately $107,000.00, are available for reallocation to the specified account as deemed appropriate by the City Council.
